Nghe An proposes to the Central Committee 5 issues related to the organization of Party congresses at all levels

On the afternoon of March 30, in Hanoi, the Central Organizing Committee held a national online conference to assess the results of Party building and organization work in the first quarter of 2020 and deploy tasks for the second quarter of 2020. Successfully organized 66.7% of grassroots congresses

In the first quarter of 2020, the Party Organization and Construction sector proactively and comprehensively deployed assigned tasks, focusing on preparations for Party congresses at all levels, towards the 13th National Party Congress.

By the end of March 2020, nationwide, 95.7% of Party cells under grassroots Party Committees had completed their congresses; 66.7% of grassroots-level model congresses were successfully organized.

The review, assessment and classification of the quality of Party organizations and Party members are carried out seriously according to the regulations and instructions of the Central Committee, gradually becoming more substantial. The work of Party building and rectification has many positive changes.

The organization and apparatus arrangement and consolidation were carried out with a spirit of determination, urgency, and high determination; the streamlining of the apparatus at all levels; the rearrangement of administrative units at district, commune, village, and residential group levels were well implemented.

Piloting a number of new organizational models has contributed to reducing focal points, reducing intermediate levels, reducing the number of leaders, reducing payroll and reducing regular expenses, etc.

Discussing at the conference, sectors and localities exchanged and shared experiences and good practices in merging administrative units at district and commune levels, arranging grassroots party organizations, and organizing party congresses at all levels.

Speaking at the conference, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of Nghe An Provincial Party Committee emphasized the province's efforts in proactively carrying out political tasks, especially strictly implementing the Central's instructions on Covid-19 prevention and control. Currently, the province is quarantining over 7,000 people.

Nghe An has also conducted Covid-19 testing, thereby creating more initiative in disease prevention and control, reducing pressure on the central health sector.

Regarding the work of Party building and organization, the Secretary of Nghe An Provincial Party Committee emphasized three key issues: up to now, Nghe An has completed the congresses of Party cells directly under the grassroots Party Committees, and 62/91 grassroots Party organizations selected to organize model congresses at the grassroots level have been successfully organized.

Four units selected to organize model congresses at the grassroots level (Cua Lo town, Con Cuong district, Yen Thanh, Provincial Border Guard Party Committee) have also completed preparations.

In addition, Nghe An has also completed the merger of commune and hamlet level administrative units and this process was carried out methodically, following strict procedures and regulations, with a specific roadmap for operation, including careful calculation of the effective use of facilities after the merger and good implementation of policies for cadres after the merger.

The arrangement and organization of the apparatus in the spirit of Resolution 6 of the Central Committee, Session (XII) has achieved many positive results. The streamlining of the payroll according to Resolution 39 has been carried out seriously, methodically, in accordance with the process and with reasonable work arrangement, so the apparatus ensures smooth and effective operation.

At the conference, Nghe An also proposed 5 issues to the Central Committee, including the proposal that the Central Committee soon deploy software to conduct vote counting at congresses nationwide and ensure confidentiality.

Respect staff evaluation

Concluding the conference, comrade Pham Minh Chinh said that in the first quarter of 2020, the Party Organization and Building sector performed well its "dual" task: both ensuring good professional tasks and focusing on preventing and fighting the Covid-19 pandemic.

Deploying the tasks of the second quarter of 2020, comrade Pham Minh Chinh requested that it is necessary to strongly innovate working methods, practices, and styles; the whole industry proactively advises the Party Committee to have timely and appropriate solutions to ensure savings, efficiency, timeliness, promote the application of information technology, strengthen online management, and reduce large gatherings.

In parallel with performing professional tasks, localities and units must grasp the Covid-19 epidemic situation, report accurately and promptly, detect early, isolate quickly, treat actively, and prevent the spread.

The Party Organization and Building Department needs to focus on consulting and completing the quality of the summary report on personnel for Party congresses at all levels for the 2015-2020 term and the direction of personnel work for Party committees at all levels for the 2020-2025 term.

In particular, attach importance to the work of evaluating cadres - this is a weak and difficult step, so it is necessary to closely follow the regulations of the Politburo to implement it seriously and effectively.

At the same time, strengthen political education for cadres and party members; tighten discipline, resolutely and persistently control power, fight against negativity in cadre work and fight against the abuse of power and positions.
