(Baonghean.vn) - On the morning of September 15, in Hanoi, the Ministry of Planning and Investment held an online conference on building a socio-economic development plan and public investment in 2022 for the Central and Central Highlands regions.

Chairing the conference from the Hanoi bridge point were comrade Tran Duy Dong - Deputy Minister of Planning and Investment; representatives of departments, ministries and branches and representatives of the bridge points of 14 provinces and cities in the region.

Chairing the conference from Nghe An bridge was comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were representatives of provincial departments and agencies.

AreaCentral and Central Highlandsincludes 14 provinces and cities and is one of the key economic regions of the country. In 2021, despite implementing socio-economic tasks and targets in a context of many difficulties due toCovid pandemicBut the provinces in the region have followed the Government's instructions, so up to now, they have basically completed the planned targets well.

First 6 months of 2021,GRDP growth rateof the region is estimated at 6.4%, higher than the national average and much higher than the same period in 2020, some provinces have high growth rates such as Quang Nam 11.71%, Thanh Hoa 8.66%, Nghe An 7.58%, Binh Thuan 7.53%; total state budget capital assigned to localities in the region is 68,107 billion VND; in the first 8 months of the year, local budget revenue reached 139,300 billion VND, reaching 88% of the year's estimate; newly registered enterprises are 11,378 with registered capital of 111,642 billion VND; The total budget revenue of the region for the whole year is estimated at 182,500 billion VND, accounting for 12.1% of the whole country, an increase of about 15% compared to the central budget estimate assigned at the beginning of the year. 12/14 provinces have reached and exceeded the central budget estimate. The two localities expected to not reach the budget revenue target are Da Nang City and Khanh Hoa.

Based on the assessment of the implementation of socio-economic indicators in the region in the first 8 months of the year and the remaining months of 2021, the representative of the Ministry of Planning and Investment hopes that localities in the region will discuss and contribute ideas to point out advantages and difficulties to gradually remove them, and at the same time develop socio-economic and public investment indicators for 2022.

Accordingly, along with striving to achieve a gross domestic product (GRDP) growth rate of 7-8%, of which Nghe An is 8-9%; average income per capita nationwide is from 65-68 million VND (Nghe An is 53.81 million VND), total social investment capital in the area increases by 9% with 655 trillion VND; budget revenue in the area is 176 trillion VND/target assigned by the Ministry of Finance, expected in 2022 is 158.9 trillion VND.

Speaking at the conference, representatives of some localities such as Da Nang, Quang Ngai, Dak Nong, Thanh Hoa... spoke about some reasons for not achieving growth targets as well as increasing budget revenue, experiences and solutions to speed up public investment progress.;Reasons for proposing an increase in local public investment in 2022 compared to 2021.

At the conference, Nghe An province and some other provinces proposed and raised some difficulties and problems related to the field of direct investment outside the budget, how to bid to select investors; the field of public investment also has some problems related to adjusting the annual plan of sources between the locality and the Central Government, so it is recommended that ministries and branches promptly announce and issue plans for public investment disbursement from the central budget so that provinces can proactively develop plans...
