Nghe An: Fined 60 million VND for transporting 285 vials of hallucinogenic drugs
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a decision to administratively sanction Mr. Nguyen Tuan Anh (born in 1992), residing in Yen Thanh town, Yen Thanh district, for the act of "Transporting prohibited goods".
Previously, on the morning of August 27, 2018, when Mr. Phan Tuan Anh transported 285 vials of Ketamine 10% INJ 25ml hidden in personal luggage, disguised in soft drink boxes stored in the luggage compartment of a Lao-licensed passenger car from Laos entering Vietnam, he was discovered by the Border Guard Station of Nam Can International Border Gate, Nghe An Border Guard in coordination with Nam Can Border Gate Customs.
At that time, Mr. Tuan Anh could not present documents related to the above shipment and said that it was on its way to Vietnam to sell for profit.

On December 19, 2018, the Provincial Police Investigation Agency issued a decision to suspend the investigation of the case and issued a report proposing to handle the administrative violation case against Mr. Phan Tuan Anh's behavior.
Based on the examined records and documents, Vice Chairman of the Provincial People's Committee Le Minh Thong signed a decision to administratively fine Mr. Phan Tuan Anh 60 million VND for the act of "Transporting prohibited goods in cases where the prohibited goods have a value of 50 million VND to under 70 million VND" (The Valuation Council determined that the 285 bottles of Ketamine 10% INJ 25ml solution that Mr. Phan Tuan Anh illegally transported were worth 51.3 million VND); forcing Mr. Tuan Anh to destroy all of the above-mentioned illegal exhibits.
It is known that Ketamine 10% INJ 25 ml belongs to the group of general anesthetics, causing unconsciousness, strong hallucinations and pain relief after injection. Nowadays, this drug is used to cause hallucinations in partying parties.
