Implementing the direction of the Prime Minister in Official Dispatch No. 05/CD-TTg dated January 28, 2021 on a number of urgent measures to prevent and control the COVID-19 epidemic; Official Dispatch No. 95/CD-BYT dated January 28, 2021 of the National Steering Committee for Epidemic Prevention and ControlCOVID - 19on organizing investigation and handling of COVID-19 outbreaks in provinces and cities,

Provincial People's Committee requests:

1.Directors of departments, heads of departments, branches and provincial units; Chairmen of People's Committees of districts, cities and towns: Based on assigned functions and tasks, urgently and seriously implement the direction of the Prime Minister in Official Dispatch No. 05/CD-TTg; the National Steering Committee for COVID-19 Prevention and Control in Official Dispatch No. 95/CD - BYT and documents issued by the Provincial People's Committee and the Provincial Steering Committee for COVID-19 Prevention and Control.

2. Chairman of People's Committee of districts, cities and towns:

- Direct the People's Committees of communes/wards/towns; Health Departments; Health Centers to coordinate with relevant units to review and make a list of people returning fromHai Duong province, Quang Ninh provincewithin 14 days, from January 15, 2021 (especially citizens related to Van Don Airport and POYUN Factory, Cong Hoa Industrial Park, Chi Linh City). It is necessary to conduct epidemiological investigations, classify subjects, organize quarantine and daily health monitoring according to regulations;

- Review and tighten the implementation of epidemic prevention and control measures in the area, paying attention to medical facilities, schools, industrial parks, factories, areas with frequent crowded activities...; Resolutely and effectively implement epidemic prevention measures; adhere to the principles: Prevention, detection, isolation, zoning, epidemic suppression, treatment.

- Organize closely, prepare adequate facilities and equipment, ensure all conditions to carry out the task of isolating subjects at concentrated medical isolation areas at the district level;

- Strictly implement the "5K" message in disease prevention and control as recommended by the Ministry of Health, first of all, mandatory mask wearing, disinfection in quarantine areas, concentrated residential areas, public places such as: markets, supermarkets, schools, production facilities, bus stations, ports, airports, train stations, on public transport...

3. Department of Health:

- Direct medical examination and treatment facilities to urgently tighten screening and triage work according to the instructions in Official Dispatch 1385/BCDQG dated December 19, 2020; Re-evaluate according to the set of criteria for safe hospitals issued in Decision No. 3088/QD - BYT dated July 16, 2020 and the set of criteria for safe clinics for COVID-19 prevention and control issued in Decision No. 4999/QD - BYT dated December 1, 2020; Update results on online software, immediately fix existing problems and continue to review and strictly implement regulations on measures to prevent and control epidemics issued in Decision No. 5188/QD - BYT dated December 14, 2020.

- Direct medical examination and treatment facilities to strengthen screening measures and prescribe early SARS-CoV-2 testing for patients and medical staff with suspected symptoms, including cases with unclear epidemiological history, for early detection and timely isolation.

- Review and consolidate resources for surveillance, epidemiological investigation, sampling and testing of COVID-19 to ensure response to situations. Update treatment regimens, reserve drugs, supplies and equipment to be ready to receive and treat COVID-19 patients; prepare preventive treatment facilities when COVID-19 outbreak occurs in the area.

4.Provincial Border Guard CommandPreside over and coordinate with the People's Committees of localities along the border lines to strengthen control of people entering through international border gates, trails, and openings.

5. Provincial Military CommandContinue to maintain centralized quarantine facilities according to the direction of the Ministry of National Defense and the province. Review quarantine plans, be ready to expand centralized quarantine areas in the province when required.

6. Provincial PoliceDirect functional forces and district-level police to coordinate with localities to inspect and monitor subjects entering the province from abroad, and take strict measures to handle subjects entering illegally according to the provisions of law; Strengthen inspection of the implementation of epidemic prevention and control measures, and security work at medical quarantine areas for foreign experts and high-tech workers entering and working in Nghe An.
