Inspectorate handles 35 violating organizations
Activities of the Natural Resources and Environment sector in 2019 were comprehensively deployed in the fields of state management of land, minerals, environmental protection, water resources, hydrometeorology, climate change, etc.
Notably, the Department has advised the Provincial Party Committee, People's Council, and Provincial People's Committee on policies, mechanisms, and legal regulations on the field of natural resources and environment under its authority to strengthen and effectively implement management work, remove existing obstacles in practice, and create favorable conditions for good implementation of administrative reform and promote investment attraction in the province.
Specifically, advising the Provincial People's Committee to issue 4 decisions related to land; advising the Provincial People's Committee to submit to the Provincial People's Council 6 resolutions on land and environmental protection; submitting to the Provincial People's Committee to issue a Directive on strengthening the management of sand and gravel in the province; issuing the Land Price List in the province for the period 2020 - 2024.

In parallel with the above tasks, the Department has also taken the lead in effectively implementing a number of projects and plans issued by the province; focusing on Plan No. 99/KH-UBND, dated February 9, 2017 on implementing Resolution No. 08-NQ/TU dated December 8, 2017 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in environmental protection in the province; Project to improve the efficiency of land use in Nghe An province and projects on the fields of environment, water resources and hydrometeorology.
Proactively resolve difficulties and problems for establishments, organizations and individuals in the work of granting land use right certificates; mineral management through establishing working groups to the grassroots level; organize meetings with 21 districts, cities, towns and communes, wards and townships; meetings with Business Associations in the province...
The work of receiving citizens, resolving complaints, disputes, recommendations, and reflections from organizations and individuals is of interest to the industry. During the year, the Department received and processed 252 complaints, disputes, recommendations, and reflections; of which, 68/68 cases were inspected, verified, and recommended to the Provincial People's Committee for resolution.
During the year, the Department conducted 22 specialized inspections, discovered, corrected and handled administrative violations of 35 organizations in the fields of land, water resources, environment, surveying and mapping with a total fine of more than 800 million VND.

Review and reclaim wasteland and land of slow-to-implement projects
Speaking at the conference, in addition to highly appreciating the results achieved by the Department of Natural Resources and Environment in 2019, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu also pointed out a number of limitations, such as the issuance and exchange of land use right certificates for households and individuals in some localities did not meet the set targets; the handling of serious environmental pollution points that are public objects and the implementation of a number of projects in the field of water resources, seas and islands did not ensure the plan; illegal sand and gravel mining still recurred in some localities; land use efficiency was not commensurate with potential and advantages.
The Vice Chairman of the Provincial People's Committee also emphasized that 2020 is the final year of implementing the Resolution of the Party Congress at all levels, the Natural Resources and Environment sector needs to focus on effectively implementing assigned political tasks.
In particular, it is important to review policies and laws on natural resources and environment to advise the Provincial People's Committee to amend, supplement, and replace them, in order to promote and effectively implement administrative reforms, attract investment, remove and resolve difficulties arising from practice, facilitate economic sectors to access resources, and improve the land access index.
