REDUCE 20 COMMUNE-LEVEL ADMINISTRATIVE UNITS
Before the reorganization, Nghe An province had 480 commune-level administrative units (CAUs), of which only 50 CAUs met both standards of natural area and population size. The province merged 39 CAUs of 9 districts and towns; after the merger, 19 CAUs were formed, reducing 20 CAUs.
In addition, the work of arranging and organizing the apparatus, local government organization and school and medical station public service units must comply with the regulations of the Party, the State and the Charters of political organizations.
Currently, the total number of cadres and civil servants in 16 administrative units of 9 district-level administrative units that have been reorganized is 715 people. In the immediate future, the province has immediately arranged 310 cadres and civil servants in 16 new commune-level administrative units. The number exceeding the Central regulations is 310/715 people, with the direction to complete the arrangement by 2025 at the latest according to the Resolution of the National Assembly Standing Committee.

After the merger, the number of commune-level cadres and civil servants was redundant at 405 people, of which 107 people had retired at the right age, were waiting to retire, quit their jobs, retired early, or were transferred to commune-level administrative units that were short of staff. Up to now, the whole province has 298 commune-level cadres and civil servants in surplus.
For non-professional workers at the commune level, in 16 communes there are 459 people and 178 people have been arranged. There are currently 281 surplus people, who have been laid off so far.
The Provincial People's Committee assessed that the consolidation of administrative units at the commune, hamlet and block levels creates conditions for concentrating resources, expanding space for planning, concentrating investment, and effectively promoting potential and advantages. During the implementation process, Nghe An encountered many difficulties and obstacles. The rearrangement of administrative units will require the rearrangement of cadres, civil servants, public employees and those receiving allowances from the budget. This is an extremely complicated task, affecting the thoughts and feelings, especially for those who are redundant and cannot be assigned work. The ideology of some cadres and party members is still afraid of innovation, which partly causes difficulties in the implementation process.
The selection and arrangement of cadres and civil servants of commune-level administrative units initially encountered difficulties because the basic cadres and civil servants had been standardized according to regulations, and their professional qualifications were linked to the job positions of each position and title; the plan to transfer surplus cadres also depended on the assigned staffing quota and suitable job positions.
REDUCING REDUNDANCY STAFF AND CIVIL SERVANTS ACCORDING TO THE ROADMAP
Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that Nghe An identified the arrangement of commune-level administrative units as an important task.
The province has mobilized the entire political system to implement the roadmap, with specific plans, and very decisive and methodical direction. The results achieved by the province are very positive and most importantly, it has created consensus. Up to this point, the province has not received any complaints.
The province also has a policy mechanism to support redundant cadres and civil servants to encourage them during the rearrangement process. This is the province's concern for rearranging administrative units at commune, block, hamlet levels and the cadre and civil servant team.

Comrade Nguyen Duc Trung affirmed that Nghe An will implement the principle of gradually reducing the number of redundant cadres and civil servants who are still being assigned to work, according to the staffing level stipulated in Decree 34. For the case of cadres who do not meet the requirements after being rearranged, the province is reserving the regime until the end of their term.
"Despite difficulties, Nghe An province will be determined to continue implementing and fully completing the contents related to the arrangement of commune-level administrative units."
Concluding the meeting, Deputy Minister Tran Anh Tuan assessed that implementing the Resolution of the National Assembly Standing Committee, Nghe An has achieved great results in the arrangement of commune-level administrative units. During the implementation process, there were no complaints, proving that the province's propaganda and implementation work was good.
According to the Deputy Minister, the most important issue of Nghe An province is to resolve the surplus of cadres and civil servants, not to let them accumulate for the next term. The province needs to consider the thoughts and aspirations of these people. However, it is still necessary to ensure the implementation roadmap in accordance with the project approved by the National Assembly Standing Committee and issued a Resolution.

"There are many ways to deal with redundant cadres and civil servants, not just mechanically, with the spirit of not abandoning or letting these people suffer," said the Deputy Minister of Home Affairs.
Deputy Minister Tran Anh Tuan affirmed that the Ministry of Home Affairs will continue to accompany Nghe An province in this work. He also requested the province to review the implementation plan and thoroughly resolve each content. For the number of officials at the commune level exceeding the prescribed number, a separate report is needed to suit the actual situation of the locality in order to share.
