Implementing Official Dispatch No. 281/CD-TTg dated April 20, 2023 of the Prime Minister on ensuring traffic order and safety to serve people's travel needs during the Hung Kings' Commemoration Day, April 30 - May 1 holidays and the 2023 summer tourist peak, the People's Committee of Nghe An province has just issued an Official Dispatch requesting:
Department of Transport:
- Direct transport business units to develop transport organization plans to meet people's travel needs, ensure traffic safety, prevent traffic jams and strictly implement regulations on COVID-19 prevention; require transport business units and major traffic hubs (bus stations, train stations, airports, etc.) to strictly implement legal regulations on traffic order and safety, improve service quality, and publicly post ticket prices according to routes, times and types of services.
- Direct traffic management units to renovate and ensure safety conditions of traffic infrastructure, especially main routes, important traffic hubs, in large cities and areas attracting many tourists; promptly handle newly emerging traffic accident black spots; review and supplement the signaling system and signs to ensure easy recognition, creating convenience for traffic participants.

- Direct the Traffic Inspectorate to coordinate with the Police forces to develop a plan to organize traffic flow; arrange forces to be on duty regularly in complex traffic areas to have timely measures to regulate and clear traffic, avoiding traffic jams. Coordinate with the People's Committees of districts, cities and towns to organize the clearing of violations of traffic safety corridors.
- Direct construction units on exploited road sections and routes to implement measures to ensure traffic safety and order, comply with the contents of the license and regulations of the law on construction. Construction units must arrange signs and temporary barriers at the construction site and implement measures to ensure smooth traffic safety; guide vehicles to circulate safely to avoid traffic jams and accidents.
- Coordinate with local authorities at all levels to strengthen the management of waterway safety at cross-river passenger terminals, tourist attractions; the area from Lan Chau - Ngu Island. Resolutely suspend the operation of illegal inland waterway terminals, vehicles that do not ensure safety conditions or do not use life-saving equipment. Actively propagate, mobilize, and remind passengers to use life jackets and flotation devices when traveling by boat or ferry across the river.
Provincial Police:
- Mobilize forces to strengthen traffic safety and order during the holidays; Focus on patrolling, controlling, and strictly handling violations of road, rail, and waterway traffic safety and order; pay attention to serious violations that are direct causes of traffic accidents and traffic congestion, such as speeding, alcohol and drug concentrations, continuous driving time violations, driving in the wrong lane, going in the wrong direction, avoiding and overtaking in violation of regulations, vehicles that have expired, expired inspection, carrying more people than prescribed, increasing ticket prices against regulations; violations when crossing level crossings; waterway vehicles carrying more than the safe waterline; unregistered, uninspected vehicles, not ensuring technical safety; not equipped with life-saving and anti-sink equipment...
- Develop a plan to regulate and reasonably divide traffic flows, guide vehicles to circulate safely and smoothly, especially on routes, at points and areas with high risks of traffic accidents (TNGT), traffic congestion, especially on National Highway 1 and Vinh city's inner area, key traffic hubs, tourist destinations, entertainment areas, bus stations, train stations...
- Proactively prevent, stop and strictly handle gatherings that cause public disorder, illegal racing, resolutely handle and suppress subjects who act against law enforcement officers; young people using motorbikes and scooters to gather, weave, and race illegally in Vinh city, towns and neighboring areas...; at the same time, absolutely ensure safety against Covid-19 for the task force and the people.
- Synthesize reports on traffic safety and order during the 5-day Hung King's death anniversary, April 30 and May 1 holidays (from April 29 to May 3, 2023). Daily quick reports must be sent before 11:00 a.m. and 5-day summary reports must be sent before 2:00 p.m. on May 3, 2023 to the Provincial Traffic Safety Committee for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.
Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper and press agencies in the province:Promote propaganda and dissemination of traffic safety laws, instruct people on safe traffic participation skills; regularly update traffic accident and traffic jam situations, information to support travel instructions during the holidays; mobilize people to implement "If you drink alcohol, beer - do not drive"; "Do not use the phone while driving"; "Wear a standard helmet when riding a motorbike, motorbike, electric bicycle"; "Fasten seat belt when sitting in a car"; propagate warnings about traffic accidents due to alcohol concentration violations, drowning at beaches, rivers, streams, hydroelectric reservoirs...

Propose the Vietnam Fatherland Front Committee of the province, socio-political organizations:
Strengthen propaganda and dissemination of traffic safety laws and safe traffic participation skills to raise people's awareness, do not drive over the speed limit; do not drive after drinking alcohol or beer; do not use the phone while driving; stop and observe safety when crossing railway crossings and when going from side roads to main roads; wear standard helmets when riding motorbikes, scooters, electric bicycles; wear life jackets according to regulations when taking boats; measures to limit motorbike and scooter accidents, boat sinking accidents, railway crossing accidents; encourage people to use public transport.
Proposal to Provincial Youth Union:Strengthening the propaganda and education of laws on traffic safety and order, raising the awareness of law observance of youth union members, especially students and workers returning home for the holidays; propagating and condemning the situation of young people violating alcohol concentration when driving vehicles in traffic, strongly condemning the situation of using motorbikes and motorbikes to weave and weave, speeding and overtaking recklessly, endangering traffic participants. - Promote propaganda activities to raise awareness of voluntary compliance with the law and measures to prevent traffic accidents; do not drive under the influence of alcohol; voluntarily dismantle constructions encroaching on roads and sidewalks, violating traffic corridors to create ventilation and safety for people and vehicles participating in traffic.
- Strengthen security and order at major traffic hubs, shopping, entertainment, tourist attractions, and major festivals. Suspend the operation of illegal ferry terminals, vehicles that do not meet technical safety standards, do not have life-saving equipment, anti-sink devices, and carry more people than the prescribed number at bus stations and wharfs. Take measures to prevent traffic accidents at steep passes, residential roads, railway crossings, ferry terminals, hydroelectric reservoirs, and tourist attractions. Strictly handle violations, especially violations of speed, alcohol concentration, carrying more people than the prescribed number, and illegal ticket price increases.
- Check, review, supplement and repair the system of signs, traffic lights, traffic safety auxiliary equipment, creating convenience for traffic participants; clear trees to expand the vision of drivers, signs, areas of intersections and crossroads where they intersect with priority roads. Reorganize traffic to ensure scientific and reasonable traffic, ensure traffic, guide vehicles to move safely, avoid traffic jams, and take timely remedial measures when incidents occur.
- For localities with operating ferry terminals, it is necessary to arrange forces on duty to regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, monitor the use of life-saving equipment when traveling by ferry; localities where tourism activities take place need to focus on directing and mobilizing local forces to strengthen the implementation of solutions to ensure security, order, and traffic safety, and prevent traffic accidents.
