Nghe An strengthens strict handling of alcohol concentration violations

(Baonghean.vn) - The People's Committee of Nghe An province requested the provincial police to strengthen the direction of police units and localities to strictly handle violations of alcohol concentration according to the provisions of Decree No. 100/2014/ND-CP of the Government.

Nghe An Provincial People's Committee has given instructions (through Document No. 1462/UBND-NC dated March 17, 2020):

Provincial departments, branches, sectors, and mass organizations; districts, cities, and towns direct functional agencies to coordinate with the Fatherland Front and socio-political organizations to promote the dissemination of the Law on Prevention and Control of Harmful Effects of Alcohol and Decree No. 100/2014/ND-CP of the Government in diverse and rich forms to all classes of people; especially emphasizing the humane significance of the provisions in the Law on Prevention and Control of Harmful Effects of Alcohol and Beer and the preventive and warning nature to help raise awareness and reduce violations of the law on traffic safety and order; organize a widespread campaign in agencies, units, organizations, enterprises, and communities to implement "If you drink alcohol, beer - do not drive", in which cadres, party members, civil servants, and public employees must set an example.

The Department of Information and Communications and news agencies and newspapers in the province shall strengthen the dissemination and reporting of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer and Decree No. 100/2014/ND-CP dated December 30, 2013 of the Government on the mass media system, coordinate with the Public Security and Transport sectors to disseminate to the public about the strictness of the law, the results of handling violations of traffic safety regulations, creating consensus and support from the people for the functional forces in the process of performing official duties. Coordinate with the Provincial Public Security to detect and strictly handle according to the provisions of the law acts of reporting and propagating with incorrect content, contrary to the provisions of the law.

The provincial police direct the police of units and localities to focus on patrolling, controlling and strictly handling violations of traffic safety and order according to the provisions of Decree No. 100/2014/ND-CP of the Government, paying attention to handling violations of alcohol concentration for drivers participating in traffic and behaviors with high risk of causing traffic accidents. Closely coordinate patrolling and handling violations with propaganda, dissemination and education of the law; promptly commend and reward typical units and individuals who perform well; criticize and discipline groups and individuals who lack a sense of responsibility and violate regulations; absolutely do not intervene or allow interference to distort the results of handling violations, leading to negative behaviors in the performance of official duties or lack of deterrence.

The Department of Transport directs its affiliated units and localities to organize training and provide guidance on the implementation of the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer; coordinate with press agencies to promote the dissemination of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer and Decree No. 100/2014/ND-CP dated December 30, 2013 of the Government; and at the same time, develop reports reflecting violations, awareness of traffic participants, activities of task enforcement forces and responsibilities of relevant organizations during the implementation process.

The Standing Committee of the Provincial Traffic Safety Committee regularly monitors, guides and urges units and localities to implement the contents assigned in this Official Dispatch; advises the Provincial People's Committee to assign members of the Provincial Traffic Safety Committee to supervise the area, guide and urge localities to implement. Periodically, summarize the situation and results every quarter, advise the Provincial People's Committee to report to the Central and Provincial Party Committee according to regulations. Monitor the implementation results to advise on praising and rewarding units and individuals who perform well and criticize and remind units and individuals who lack a sense of responsibility and perform ineffectively.
