Nghe An: Focus on drastically implementing tasks and solutions to remove difficulties for production and business activities

Accordingly, the Provincial People's Committee requests agencies and units to focus on implementing the following tasks and solutions:

1. Departments, branches, sectors; People's Committees of districts, cities and towns:

- Focus on resolutely implementing tasks and solutions to remove difficulties for production and business activities, promoting growth as set out in the Government's resolutions, directive documents of the Government's leaders; resolutions, conclusions, and directive documents of the Provincial Party Committee, Provincial People's Council and Provincial People's Committee.

- Proactively and actively work with Central Ministries and branches to promptly report, explain, and provide information on issues of concern to voters and coordinate in handling recommendations related to the situation of production, business, public investment, infrastructure construction and import and export as summarized in Official Dispatch No. 542/TTg-QHDP dated June 14, 2023 of the Prime Minister.

- Regularly monitor, grasp, forecast, and analyze the situation, avoid being passive, promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on issues arising during the implementation process. Strengthen close and effective coordination between relevant departments, branches, and sectors in resolving and handling work. For issues with different opinions, the Department Director, Heads of departments, branches, and Chairmen of the People's Committees of districts, cities, and towns will work directly to reach an agreement. In case of disagreement, report to the Vice Chairman of the Provincial People's Committee in charge of the field to organize a meeting to handle immediately; promptly handle and overcome the situation of cadres shirking responsibility, avoiding responsibility, affecting the common work.

- Promote administrative procedure reform, improve the investment and business environment; increase the application of information technology to carry out investment and construction procedures in the electronic environment.

2. State Bank provincial branch:

- Provide guidance to credit institutions (CIs) and CI branches on practical and specific solutions to strive to reduce interest rates; orientate to reduce deposit and lending interest rates for CIs' customers to actively support businesses and people to restore production and business, and promote growth.

- Continue to reform, cut administrative procedures according to regulations, reduce costs, further improve access to capital for businesses and people; cut unnecessary fees and charges to support customers in borrowing capital.

- Direct and call on commercial banks to promote the spirit of companionship and sharing difficulties with businesses and people.

3. Provincial Tax Department: Quickly carry out value-added tax refunds for businesses according to regulations; effectively and promptly implement the policy of reducing value-added tax by 2% after being approved by the National Assembly.

4. Department of Planning and Investment:

- Monitor and urge agencies and localities to speed up the disbursement of public investment capital, resolutely implement Directive No. 08/CT-TTg dated March 23, 2023 of the Prime Minister on key tasks and solutions to promote the allocation and disbursement of public investment capital, 03 National Target Programs in 2023, and implement the Program for socio-economic recovery and development.

- Review and advise competent authorities to transfer capital plans from slow-disbursement projects to projects with good disbursement progress and in need of additional capital to speed up progress, complete early, hand over and put into use, especially key projects and projects with high spillover value.

5. Departments and branches managing national target programs (Department of Labor - Invalids and Social Affairs, Department of Agriculture and Rural Development, Ethnic Minorities Committee):

Guide and urge agencies and localities to implement and disburse capital for national target program projects; strengthen inspection and supervision; review the list of projects, arrange them in order of priority in terms of feasibility, efficiency, and disbursement capacity; advise competent authorities to adjust the list of investment projects under national target programs in the locality to ensure focus, key points, and savings, and avoid spreading and fragmentation.

6. Department of Industry and Trade: Continue to effectively implement measures and solutions to consolidate and maintain traditional markets, expand new markets; develop the domestic market, effectively implement the Export Development Project of Nghe An province for the period 2021-2025; strengthen import management, develop harmonious and sustainable trade. Urge to speed up the progress of large-scale industrial and commercial production projects, put them into use soon, and promote their effectiveness.

7. Department of Construction:

- Advise on the effective implementation of Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market. Directly work with businesses to propose to the Provincial People's Committee solutions to remove difficulties and obstacles, speed up the progress of real estate projects, especially large projects.

- Update and adjust the announcement of construction material prices and construction price indexes to meet the requirements of managing construction investment costs and construction contracts according to the provisions of the Construction Law and Decree No. 10/2021 / ND-CP dated February 9, 2021 of the Government on managing construction investment costs. Control the price fluctuations of construction materials and fuels and strictly handle speculative acts and price hikes for profit.

8. Department of Transport: Advise on resolving difficulties and obstacles, speeding up the progress of key transport projects in the province, especially the North-South Expressway project through Nghe An province. Strengthen inspection and supervision of the implementation of newly started projects.

9. Department of Natural Resources and Environment: Advise on resolving land-related problems to support and facilitate the implementation of site clearance for investment projects.

10. Department of Agriculture and Rural Development: Take charge of monitoring food supply; focus on promoting agricultural production, consumption and export of agricultural products, have appropriate solutions to support farmers when necessary; carry out forest management well, take measures to prevent, respond to and overcome the consequences of natural disasters during the rainy and stormy season.

11. Department of Labor, War Invalids and Social Affairs: take the lead in strengthening inspection and urging the implementation of social security policies, continue to implement programs to support the development of the labor market, effectively, sustainably and integratedly; promptly have plans to support businesses to overcome labor shortages.

12. Department of Tourism: Advise on the effective implementation of Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development; take the lead in strengthening tourism promotion and advertising activities, developing new products; promote the application of information technology, and promote digital transformation in tourism activities.

13. Department of Home Affairs: Advise on mechanisms and policies to protect dynamic, creative cadres who dare to think, dare to do, dare to break through for the common good; have sanctions to handle cases of cadres who shirk, avoid, or fear responsibility.

14. Department of Information and Communications: Take the lead and coordinate with relevant agencies to focus on directing and guiding digital transformation, developing a real and effective digital economy; strengthen information and communication work, contributing to creating social consensus in responding to and actively participating in implementing solutions to maintain macroeconomic stability, control inflation, promote growth and ensure major balances of the economy in the new situation.

15. The Provincial Military Command and Provincial Police strengthen national defense and security, firmly protect independence and sovereignty; maintain political security and social order and safety; closely monitor and grasp developments, proactively have appropriate solutions, and avoid being passive and surprised in any situation.
