Nghe An: Lack of solutions to replicate large-scale field models

(Baonghean) - Building large-scale field models (LFPs) has brought positive results, both in land consolidation and land conversion, and in coordinating with enterprises to implement, sign production contracts, and purchase products for farmers. However, there are still many difficulties and shortcomings in replicating and inheriting the successes of LFPs.

Positive effects

As one of the first localities to approach and achieve outstanding results in building the CĐML model, currently each production season, Phuc Thanh commune (Yen Thanh) has over 100 hectares of production according to the CĐML model.

Mr. Nguyen Van Quyet - Vice Chairman of the Commune People's Committee said: The cooperative in Phuc Thanh mainly produces rice seeds, with over 80 hectares linked with enterprises such as Nghe An Agricultural Materials Joint Stock Corporation, Thai Binh Seed Company... to produce rice seeds, bringing very high income to farmers, 10 - 12 million VND higher than normal rice production.

In Tan Ky district, some large model fields producing new sugarcane varieties are yielding 100 tons/ha, creating efficiency twice as high as normal sugarcane production.

Starting to build the CĐML, Nghe An encountered many difficulties in both choosing the location and agreeing with households participating in building the model due to requirements on area scale, land conversion, field infrastructure and some other criteria.

However, Nghe An still achieved many positive results when right from the first year of implementation (2013), the whole province built 15 CĐML models including 10 rice production models using high-quality pure rice varieties such as AC5, Materials NA2, DT68..., with an average yield of 67 - 70 quintals/ha in the spring crop, and 58 quintals/ha in the summer-autumn crop.

The average yield of 3 corn production models reached 76.98 quintals/ha, and the corn production model in Con Cuong district in the spring crop of 2013 had a yield of 100 quintals/ha of hybrid corn K9955. The average yield of 2 peanut production models in the spring crop reached 45 quintals/ha. In the following years, based on that success, the province continued to develop corn production models on crops such as rice, corn and peanuts.

According to the general assessment, the organization of production according to the CĐML model has been actively implemented by localities and units, with high efficiency, increasing income for farmers and businesses. Basically, the CĐML models have achieved an increase of 10 - 15% compared to mass production, productivity is much higher than mass production, and income reaches an average of over 100 million VND/ha/year.

In the spring crop of 2016, Nghe An has implemented 27 large-scale field models, including 24 rice models with a total area of ​​1,018 hectares in 8 districts with quality rice varieties such as AC5, NA2, Thai Xuyen 11, Thien Uu 8, with an average yield of 67-74 quintals/ha and profits increased by 7-10% compared to normal production. Along with that, there are 2 peanut growing models in Nghi Loc district with a total area of ​​20 hectares, yielding 35 quintals/ha; 1 vegetable model according to VietGAP standards in Quynh Luu district with an area of ​​1 hectare, yielding 200 quintals/ha.

Loosely coupled

Mr. Le Dinh Thanh - Vice Chairman of Thanh Chuong District People's Committee shared: The construction of CĐML has created conditions for farmers to access scientific and technical advances, large-scale commodity production methods, change traditional production methods and create large, concentrated product volumes.

However, after successfully building the model, the connection and coordination between the "4 houses" are still loose and inadequate. Farmers are mostly only trained and guided on techniques but have not been equipped with knowledge about the market and product consumption.

Enterprises are mainly good at supplying inputs such as fertilizers, seeds, and techniques, but have not yet played a good role in "midwifery" and product consumption.

“To replicate the model of CĐML, we have encountered many difficulties due to the tradition of fragmented, small-scale farming, where everyone does their own thing. In the coming time, Thanh Chuong district will continue to propagate and mobilize the people, choosing typical, high-value products to invest in building CĐML such as tea, oranges, etc. associated with brand building.

However, to be successful, businesses must also demonstrate their role in coordinating with local authorities and farmers throughout the production chain, especially in product consumption," said Mr. Le Dinh Thanh.

According to the Director of the Department of Agriculture and Rural Development - Mr. Hoang Nghia Hieu, the organization of production according to the CĐML model has promptly met the requirements of concentrated agricultural production in the current period. This is the basis for a rapid shift to commodity agriculture, increasing productivity and quality of crops, increasing the competitiveness of agricultural products, and raising people's income.

However, the sustainability of some models is not high. Some models have been successfully built and achieved high efficiency, but without support policies from the State, production linkage, and product consumption from enterprises, maintaining and expanding them will encounter many difficulties. In fact, the expansion of models, especially in mountainous districts, is still limited.

The linkage between production and product consumption in some models is not tight. Some models such as corn and peanuts mainly focus on production input factors such as seed supply, fertilizer loans, etc.

In the coming time, to promote the achieved results, continue to develop and replicate the models of the agricultural cooperatives, in order to effectively implement the policy on strengthening cooperation, production linkage, and building the agricultural cooperatives, it is necessary to continue to strengthen the propaganda and dissemination of the Party and State's policies on restructuring the agricultural sector, strengthening cooperation, production linkage, and building the agricultural cooperatives so that people understand and actively and voluntarily participate.
