On November 11, Nghe An Department of Health issued Urgent Notice No. 81 about locations in Vinh City related to Covid-19 patients. The locations in this notice include;
1. Ngoc Bao Car Wash, No. 52 Pham Huy Street, Quan Bau Ward, Vinh City: Morning of November 3 and all day from November 5 to November 7.
2. Nghe An Road Motor Vehicle Testing Center, National Highway 15A, Nam Dan town: Waiting area to sign papers after finishing the test (on the 1st floor) from 7:10 to 8:00 on November 4; Center's coffee shop from 8:10 to 11:00 on November 4.
3. Sacombank (No. 27 Quang Trung Street, Vinh City): From 2:00 p.m. to 2:30 p.m. on November 4, 2021.
4. Hong Ngan genuine motorcycle spare parts store (No. 102, Ly Thuong Kiet Street, Vinh City): From 9:45 to 10:30 on November 7.
5. Coffee shop (No. 38 Ly Thuong Kiet Street, Vinh City): From 7:00 a.m. to 10:00 a.m. from October 29 to November 9.

3. Volleyball court at Tam Hop Commune People's Committee, Quy Hop District, Nghe An Province: November 4, 2021 - November 5, 2021.
4, Minh Hop Commune Kindergarten, Quy Hop District, Nghe An Province: From about 2:00 p.m. to 2:20 p.m. on November 4, 2021.
5. Minh Sinh Dinner Restaurant, Doan Ket Hamlet, Nghia Xuan Commune, Quy Hop District, Nghe An Province: From about 22:30 to 23:00 on November 7, 2021.
