The consultant from BRG presented the planning of Vinh - Cua Lo Boulevard, according to which the route is planned as a destination with a useful, modern nature, but also very artistic like a complete picture with green stretching. The route is more than 10 km long, with a planning area of ​​1,333 hectares.

The avenue has 3 intersecting traffic routes and is divided into 5 main areas including: Commercial area, training center, residential area, green space and commercial area combined with tourism. At the beginning of the planned route, there are 2 welcome towers, on the route there are train and bus connection points, stations, supermarkets, walking corridors and green spaces to create more highlights.

Planning the Vinh - Cua Lo connection route with a vision of a green city, a smart city, a tourist city, the land use structure is specifically planned: Commercial land 304 hectares, tourism 113 hectares, office 32 hectares, residential land 453 hectares, education 91 hectares, healthcare more than 6 hectares, trees 189 hectares, infrastructure 247 hectares.

Planning consultants affirm that Vinh - Cua Lo boulevard will be a continuous green space axis.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong agreed on the planning name as Vinh - Cua Lo Boulevard Planning Project and the two sides of the boulevard. The Provincial People's Committee agreed with the planning scheme presented by the consulting team, coordinated with the Department of Construction to re-evaluate the project and report to the Provincial People's Committee, and asked for the opinion of the Provincial Party Committee to proceed with approving the project as a basis for attracting investment.

The Chairman of the Provincial People's Committee assigned the People's Committees of Vinh city, Nghi Loc district, and Cua Lo town to review the current status, establish detailed planning, and limit planning disruption in the above-mentioned area based on the boundaries of this detailed planning boundary; Cua Lo town reserves a minimum land fund to build two twin towers at the end of Binh Minh street on this route.
