Nghe An approves support policy for fishing vessels exploiting offshore fisheries

(Baonghean.vn) - At the 14th session, the People's Council of Nghe An province unanimously approved the Draft Resolution on a number of support policies for fishing vessels exploiting offshore aquatic resources in Nghe An province.

On the morning of July 7, the 14th Session of the 18th Nghe An Provincial People's Council unanimously approved the Draft Resolution on a number of support policies for fishing vessels exploiting offshore aquatic resources in Nghe An province.

The development and promulgation of a Resolution on a number of support policies for fishing vessels exploiting aquatic resources in offshore areas aims to help fishermen reduce difficulties in the current conditions of high costs of sea trips; to ensure social security, at the same time encourage fishermen to confidently go offshore, stick to the sea, increase the presence of Vietnamese fishing vessels in offshore areas, and affirm the sovereignty of the Fatherland's seas and islands.

It also contributes to the good management of fishing vessels operating in the sea, combating IUU fishing, promptly removing the yellow card of the European Commission (EC), and promoting responsible and sustainable fisheries development.

- On the principle of support

Fishing boat owners mobilize their own capital for implementation, and the state budget supports after approval by competent authorities. Ensure timeliness, publicity, transparency, fairness, correct subjects and compliance with regulations.

Fishing vessels that have received fuel cost support for offshore trips operating in distant waters from other State policies during the year of implementing the Resolution shall not be entitled to the support policy prescribed in Clause 1, Article 3 of this Resolution.

- Content and level of support

Support for offshore fishing vessels' trip expenses at the rate of 01 time/vessel/year and the specific support level is as follows:

For ships with total main engine capacity of 700CV or more: Support of 13,500,000 VND.

For ships with total main engine capacity from 400CV to under 700CV: Support 10,500,000 VND.

For ships with total main engine capacity from 250CV to under 400CV: Support 7,500,000 VND.

For ships with total main engine capacity from 150CV to under 250CV: Support 4,000,000 VND.

For ships with total main engine capacity from 90CV to under 150CV: Support 3,000,000 VND.

For ships with total main engine capacity under 90CV: Support 2,500,000 VND.

Support the cost of purchasing 01 set of voyage monitoring equipment to replace Movimar equipment (a group of fishing vessels that have not been supported under Resolution No. 02/2020/NQ-HDND dated July 22, 2020 of the People's Council of Nghe An province on the policy of supporting the cost of purchasing, installing, operating voyage monitoring equipment and service subscription fees for voyage monitoring equipment installed on fishing vessels with a length of 15m or more in Nghe An province): Support 50% of the value of a set of equipment but not exceeding VND 8,750,000.

Support for service subscription fees for journey monitoring devices installed on fishing vessels: Support 70% of monthly subscription fees but not more than 250,000 VND/vessel/month.

- About support conditions:Fishing vessels participating in fishing activities must report their operating location in offshore areas through the journey monitoring device on the fishing vessel monitoring system of the Directorate of Fisheries, Department of Agriculture and Rural Development.

The journey monitoring device replacing the Movimar device must be 100% new, with functions that meet the standards and regulations of competent state agencies.

Fishing vessel owners must maintain operational voyage monitoring equipment, pay full fees and have records as required.

- Support time:Support for sea voyage expenses; service subscription fees for journey monitoring equipment from the effective date of the Resolution until December 31, 2025.

Support funding to purchase journey monitoring devices to replace Movimar devices from the effective date of the Resolution until December 31, 2023.

Funding from provincial budget.

This Resolution was approved by the 18th Provincial People's Council, 14th session on July 7, 2023 and replaces Resolution No. 02/2020/NQ-HDND dated July 22, 2020 of the Nghe An Provincial People's Council on the policy of supporting funding for purchasing, installing, operating voyage monitoring equipment and service subscription fees for voyage monitoring equipment installed on fishing vessels with a length of 15m or more in Nghe An province./.
