Nghe An: Highlights on August 17

*SAugust 17,Congress of Quy Hop District Party CommitteeThe 21st Congress, term 2020 - 2025, officially opened its session. The Congress had 247 delegates representing 7,613 party members of 54 grassroots party organizations in the entire Party Committee.

In the 2015 - 2020 term, Quy Hop's economy grew quite well, averaging 7.4%; the economic structure shifted towards gradually increasing the value of industry, basic construction and commercial services. Budget revenue in 2020 is estimated at 163 billion VND, ranking 4th in the province (excluding land auction fees). Investment attraction and resource mobilization have achieved many positive results. Total social investment capital in the 2016 - 2020 period is estimated at 7,262 billion VND, 2.4 times higher than in the 2011 - 2015 period.

As a mountainous district with 14 extremely difficult communes, with the efforts of the Party Committee, government and people of the district, by June 2020, Quy Hop had 6 communes, 14 hamlets and villages meeting new rural standards. In 2020, the average production value per capita was estimated at 81 million VND; average income per capita reached about 30 million VND. The poverty rate decreased to 10.22%.

Speech at the Congress, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the efforts of the Party Committee, government, organizations and people of Quy Hop district in the past time. He also analyzed and pointed out the shortcomings and limitations that the Quy Hop district Party Committee needs to overcome, and have practical solutions to promote socio-economic development, ensuring national defense and security in the area.

At the Congress, the delegates electedDistrict Party Executive CommitteeThe 21st term, 2020 - 2025 term, consists of 37 comrades. At the first conference, the District Party Executive Committee, term 2020 - 2025, elected 11 comrades to the Standing Committee of the District Party Committee, term 2020 - 2025. Comrade Phan Dinh Dat - Secretary of the District Party Committee, term 2015 - 2020 was re-elected as Secretary of the Quy Hop District Party Committee, term 2020 - 2025; 2 comrades: Cao Duc Trung and Nguyen Dinh Tung were elected to the position of Deputy Secretary of the District Party Committee, term 2020 - 2025.

*CAlso related to the organization of Party congresses at all levels, on the afternoon of August 17,Que Phong District Party CommitteeOpening of the preparatory session of the 22nd District Party Congress, term 2020 - 2025. Attending the congress were 236 official delegates representing 5,254 party members from 41 grassroots party organizations in the entire Party Committee.

At the preparatory session, the Congress voted to approve the list of the Presidium consisting of 7 comrades; the Secretariat consisting of 2 comrades; and the Delegate Qualification Examination Board consisting of 5 comrades. The Congress voted to approve the Program, Working Regulations, and Internal Rules of the Congress; and thoroughly grasped the basic contents of the Party's Election Regulations.

*CAlso in the afternoon of August 17,Nghe An Provincial Business Bloc Party CommitteeOpening of the preparatory session of the 6th Congress of Delegates, term 2020 - 2025. The Chairman of the Provincial People's Committee received Mr. Nguyen Ba Ngoc (authorized by Mr. Nguyen Van Thung, resident of Hamlet 13, Nghi Phu Commune, Vinh City). Mr. Thung complained that the Vinh City People's Committee's decision to set compensation and support prices for plot 226, map sheet 27, Nghi Phu Commune for his family at agricultural land prices was not in accordance with regulations; received Mr. Nguyen Khac Lien (resident of Hamlet 10, Nghi Phu Commune, Vinh City) who requested the competent authority to resolve the case of the State reclaiming nearly 2,000m2 of his family's agricultural land to build a resettlement area, leading to his family no longer having access to plot 197.

At the meeting, the Chairman of the Provincial People's Committee directed relevant departments and branches to handle citizens' requests in accordance with legal regulations.

At the ceremony, the Deputy Director of the Department of Home Affairs presented Decision No. 2668 dated August 10, 2020 of the People's Committee of Nghe An province appointing comrade Cao Van Tuan - Head of the Department of Electricity to hold the position of Vice Principal of Viet Duc College, term 5 years 2020 - 2025.

*RWith the experience from cross-infection lessons in Da Nang hospitals, currently,Hospitals in Nghe Anhas activated and introduced many synchronous solutions to effectively prevent and combat Covid-19.

Accordingly, hospitals in the province have completed the Covid-19 prevention and control steering committee, established a rapid response team, and are ready to respond to epidemic situations. Thanks to proactive arrangements and propaganda, currently, patients and their families when coming to see a doctor or receive treatment at hospitals and medical centers all comply with Covid-19 prevention and control measures such as: wearing masks, declaring the history of places they have been to and visited within the past 14 days, and sitting apart while waiting for medical examination.

In preparation for the arrival of patients, Nghe An General Hospital organized training sessions so that medical staff could be more proficient in intubation techniques for Covid-19 patients.

*CThe Vinh City Police Department has just issued a decision.initiate a case, prosecute the accusedwith subjects who organized for others to illegally cross the border to China. The task force identified the main subjects in this network as Ngo Van Linh; Bui Van Luu (born in 1993), Quang Thach commune and Hoang Thanh Tuan (born in 1995), residing in Quang Nham commune, Quang Xuong district, Thanh Hoa province.

These subjects used the trick of using social networks to search for people who wanted to illegally export labor to China with attractive invitations: Go quickly, no need for identification papers and only need to "deposit" 2 million VND.

Through initial investigation results, the Task Force has determined that from 2015 to present, the group led by Linh has organized the illegal exit of more than 300 Vietnamese people to China...
