Nghe An: Registration fee collection is low because people wait for 2018 to buy cars

(Baonghean.vn) – Budget revenue in the first 6 months of 2017 reached over 5,600 billion VND, an increase of 16.1% compared to the same period in 2016. However, registration fee collection was low due to the psychology of individuals and organizations waiting until 2018 to buy cars.

In the first 6 months of the year, the State budget revenue in the area is estimated at 5,634 billion VND, reaching 48.6% of the estimate assigned by the Provincial People's Council and increasing by 16.1% over the same period in 2016.

Of which, domestic revenue reached 4,964 billion VND, revenue from import-export activities reached 670 billion VND. This year, the Provincial People's Council assigned the estimated state budget revenue in the province to be 11,590 billion VND.

Meanwhile, local budget expenditure in the first 6 months of 2017 is estimated at 10,278 billion VND, of which development investment expenditure is 2,350 billion VND and regular expenditure is 7,838 billion VND. This year, the Provincial People's Council assigned a budget expenditure estimate of more than 21,116 billion VND.

Director of the Department of Finance Nguyen Xuan Hai said: Some revenue items are low such as revenue from centrally managed enterprises, revenue from non-state enterprises, registration fees, commune budget revenue, and lottery revenue.

“In 2016, registration fee collection reached and exceeded. This year, most organizations and individuals waited for the import tax reduction in 2018 to buy cars, so they only collected 281 billion, reaching 38.6% of the estimate,” - Mr. Hai explained the reason for the low registration fee collection.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Xuan Dai said that in the remaining 6 months of 2017, the overall revenue estimate must be completed; especially the domestic revenue structure; at the same time, the budget expenditure must be well implemented in basic construction investment to contribute to solving the growth problem.

Regarding this content, Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that the report should more clearly assess the level of tax arrears in the first 6 months of the year, the public debt situation; and the existing work of inspection and settlement of basic construction works.

Concluding this content, Head of the Economic - Budget Committee, Provincial People's Council Le Hong Vinh emphasized that the most important thing is to implement budget collection solutions in the last 6 months of the year according to the correct structure and sufficient targets.
