Nghe An deploys supervision of the implementation of support policies for people facing difficulties due to the Covid-19 epidemic

On the afternoon of May 12, the Provincial Fatherland Front Committee held an online conference to deploy plans and guide the supervision of the implementation of support policies for people facing difficulties due to the Covid-19 epidemic.

Ensure timely and targeted delivery

Supervising and inspecting the effectiveness of the implementation of policies to support people facing difficulties due to the Covid-19 pandemic aims to promote the role and responsibility of the Vietnam Fatherland Front at all levels, promptly bring the Party's guidelines, policies and solutions of the State on Covid-19 prevention and control and ensuring social security into life, while detecting and preventing acts of profiteering and violations in policy implementation.

Through monitoring, ensure the implementation of support measures in Resolution 42/NQ-CP of the Government is deployed to the right subjects, fairly, accurately and promptly.

At the Conference, based on the Central's directive documents, the Nghe An Provincial Fatherland Front Committee agreed on the content of supervision including direct supervision and supervision through reports.

As for the provincial Fatherland Front, it shall supervise the support for employers to borrow capital to pay wages for workers who have stopped working, supervise the compilation of the list of enterprises and employers requesting support; supervise the implementation of loans for enterprises and employers from the Social Policy Bank.

At the district level, supervise the support for employees who temporarily suspend the performance of their labor contracts or take unpaid leave; supervise the support for people with revolutionary contributions who are receiving monthly preferential allowances in the April 2020 allowance list; supervise the support for social protection beneficiaries who are receiving monthly social allowances according to regulations.

At the commune level, there are four contents that must be monitored, including monitoring support for business households with tax revenue of less than 100 million VND/year; monitoring support for employees whose labor contracts or work contracts have been terminated but are not eligible for unemployment benefits; monitoring support for employees who have lost their jobs without a contract; for people in poor households and near-poor households according to the national poverty standard.

The main subjects of supervision are the district-level People's Committee, the district-level social policy bank, enterprises, employers receiving loans and related agencies and organizations. The time starts from May 16, 2020 and is completed before August 10, 2020.

Receiving public opinion

Discussing at the online conference, the district fronts were determined to carry out supervision work to ensure the right subjects, publicity, and right subjects... according to the instructions of superiors.

However, at the conference, there were also many opinions related to the beneficiaries of support. Specifically, the Fatherland Front of Yen Thanh district and Nghia Dan district had opinions on whether some special beneficiaries would be supported or not? Meanwhile, the Fatherland Front of Quynh Luu district was concerned about workers who did not sign labor contracts with the employer.

Responding to the above questions, Comrade Vo Thi Minh Sinh - Chairman of the Nghe An Provincial Fatherland Front Committee said that, in principle, supervision must follow Decision 15 of the Government and documents of specialized sectors. Particularly for health care subjects such as haircuts, medical massage... the Provincial Fatherland Front will record opinions to advise specialized sectors, here the Department of Labor - Invalids and Social Affairs.

The Chairman of the Provincial Fatherland Front Committee said that immediately after this dissemination conference, the Provincial Fatherland Front Committee will issue instructions on implementing supervision. At the same time, it is noted that during the implementation process, if there are any problems, they must be immediately reported to the Provincial Fatherland Front Committee for timely handling.

At the same time, grasp the concerns and receive feedback from people about this support to make appropriate adjustments according to regulations; ensure timely, targeted, fair and accurate support; detect and prevent acts of profiteering and violations in policy implementation.

To effectively implement the monitoring process, the Chairman of the Provincial Fatherland Front Committee requested the Fatherland Front Committees of districts, cities and towns to report the monitoring results to the Provincial Fatherland Front Standing Committee. The Provincial Fatherland Front Committee will establish inspection teams in districts, cities and towns.
