Nghe An implements Regulations on controlling power and preventing corruption and negativity in personnel work
(Baonghean.vn) - Nghe An Provincial Party Committee requires each Party Committee, Party organization, leadership collective; heads and members of Party Committees, Party organizations, leadership collectives; heads of personnel advisory agencies to set an example in strictly performing their duties and tasks according to Regulation No. 114-QD/TW of the Politburo.
Pursuant to Regulation No. 114-QD/TW dated July 11, 2023 of the Politburo "Regulations on controlling power and preventing and combating corruption and negativity in personnel work" (abbreviated as Regulation No. 114-QD/TW), the Standing Committee of the Provincial Party Committee requests the Standing Committees of district, city and town Party Committees; Party Committees directly under the Provincial Party Committee; Party executive committees, Party delegations; collective leadership of provincial-level agencies and units to well implement the following contents:
1. Organize the dissemination and implementation of Regulation No. 114-QD/TW and resolutions and directives of the Party, instructions of the General Secretary, Head of the Central Steering Committee on preventing and combating corruption and negativity; Law on Prevention and Combating Corruption 2018; decrees and circulars related to the prevention and combat of corruption and negativity, and control of power in personnel work to Party cells, Party members, cadres, civil servants and public employees of their agencies, units and localities.

2. Each Party Committee, Party organization, leadership collective; the head and members of the Party Committee, Party organization, leadership collective; the heads of the agencies advising on personnel work must set an example in strictly performing the duties and responsibilities prescribed in Chapter III, Regulation No. 114-QD/TW. Based on the practical situation of the agency, unit, and locality, determine the key tasks, regular tasks, and immediate specific tasks that need to be focused on leading, directing, and organizing implementation to include in the annual work programs and plans of the agency, unit, collective, and individual, in which, in the immediate future, it is necessary to focus on implementing the following tasks:
- Lead and direct strict implementation of principles, regulations, processes, rules and decisions on personnel work; regularly inspect and supervise staff agencies, subordinate agencies and cadres and civil servants under their management authority; promptly detect, rectify and handle acts of taking advantage of and abusing positions and powers; acts of seeking positions and power and other negative acts in personnel work as specified in Chapter II, Regulation No. 114-QD/TW; grasp the situation and public opinion of cadres, party members and the people, promptly consider and resolve to contribute to improving the effectiveness of personnel work.
- Review, amend, supplement, and promulgate, within authority, regulations, processes, rules, and regulations on personnel work and working regulations of Party committees, collective leadership, agencies, and units to ensure the Party's policies and principles, especially the principle of democratic centralism, in line with local and unit realities; clearly define collective and individual responsibilities in each stage of personnel work, ensuring objectivity, publicity, and transparency. Include the issue of preventing corruption and negativity in the content of annual commitments to self-cultivation, striving, and training, and review, evaluate, and classify Party members, cadres, civil servants, and public employees at the end of the year.
- Do not arrange for people with family relationships to simultaneously hold related positions as prescribed in Clause 5, Article 6, Chapter III, Regulation No. 114-QD/TW; in the immediate future, review and make a list of cadres in this category and have a plan to rearrange and reassign according to authority, and report to the Standing Committee of the Provincial Party Committee.
- Timely transfer of work positions, areas, and fields for staff, monitors, and personnel officers who violate discipline, have negative public opinion, or when necessary; continue to transfer and transfer work positions for those specified in Regulation 65-QD/TW, dated April 28, 2022 of the Politburo regulating the rotation of cadres, Decree No. 59/2019/ND-CP dated July 1, 2019 of the Government detailing a number of articles on measures to implement the Law on Anti-Corruption, Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating the recruitment, use and management of civil servants.
- When a leader announces retirement, announces leave pending retirement, transfers, or is under disciplinary review, inspection, or examination when there are signs of violations, or when dealing with denunciations, he/she must report and obtain the consent of the standing committee of the immediate superior Party Committee (or the immediate superior Party Committee for Party organizations without a standing committee) before implementing the personnel work process.
- Continue to review and reform administrative procedures in personnel work. Strengthen dissemination and guidance for cadres and party members to update and fully declare information in their personal CVs about their political attitudes, personal characteristics, related to the old regime, criminal records, discipline (if any) of themselves and their family relationships (biological parents, foster parents; biological parents, foster parents of spouses; spouses; siblings; siblings of spouses). Improve the quality of archiving and management of cadre and party member records. Promote the application of information technology in the management of cadres and civil servants.
- Strengthen the Party's leadership in the work of protecting the people, denouncing, and combating corruption and waste; promptly reward and protect individuals who detect, reflect, and denounce cases of corruption, waste, and negativity; strictly handle cases of taking advantage of the detection, reflection, and denunciation of violations, corruption, waste, and negativity to spread, disseminate, and provide false information, not in accordance with regulations, to discredit others.
- Take care to build a team of staff members on personnel work with strong political will, qualities, capacity, intelligence, and prestige equal to the task.
The Provincial Party Committee's Organizing Committee shall preside over and coordinate with relevant agencies to monitor, urge, inspect, and supervise the implementation of Regulation 114/QD/TW; periodically advise on preliminary and final reviews, and report to the Provincial Party Committee's Standing Committee. In the immediate future, review, summarize, and report on the situation of cadres subject to the provisions of Clause 5, Article 6, Chapter III, Regulation 114 (to be completed in the fourth quarter of 2023).
