Accordingly, from July 1, 2018, the Provincial People's Committee Office will not receive or process documents sent by departments, branches, and districts in the province until they have received the accompanying electronic documents. The Provincial People's Committee Office will only issue electronic documents (not send paper copies) of documents issued by the Provincial People's Committee and the Provincial People's Committee Office such as: Invitations, meeting invitations; Work assignment documents; Reports, notices, plans, programs, telegrams, directives; Copies of documents; Decisions on establishing steering committees and working groups.

Requesting departments, branches, sectors and People's Committees of districts, cities and towns:Pay attention to directing and supervising the implementation of VNPT-IOffice software application in their units, especially at the People's Committees of communes and specialized departments under the units and localities with decentralized management; Strengthen the exchange, sending and receiving of electronic documents at 3 levels (province, district, commune);

Organize the review, inspection, and compilation of the list of users who need to declare their accounts and the number of staff who need to be trained and retrained on VNPT-IOffice software, and send it to the Department of Information and Communications to organize declaration and additional training; Direct the development of an implementation plan, make a list of organizations and individuals registering to issue digital certificates issued by the Government Cipher Committee (according to the instructions in Official Dispatch No. 1569/STT&TT-CNTT dated December 19, 2017 of the Department of Information and Communications);

District-level People's Committees shall proactively arrange sufficient funds to organize training on the transfer of digital signature applications and necessary equipment to ensure strict implementation of digital signature and sending and receiving of electronic documents for commune-level People's Committees starting from September 1, 2018.

Assign to the Department of Information and Communicationsg: Inspect, advise and direct the effective use of VNPT-IOffice software, contributing to enhancing the exchange of electronic documents between state agencies in the area; Continue to guide the District People's Committee in developing a plan to register, issue, and organize instructions on the use of specialized digital certificates for organizations and individuals, Chairmen and Vice Chairmen of Commune People's Committees, issued by the Government Cipher Committee;

Carry out the tasks of monitoring, urging and inspecting the application of digital signatures in State agencies in the province; Organize propaganda, training and coaching on information technology skills to raise awareness and skills for officials and civil servants of State agencies in using electronic documents; Guide, monitor, urge, synthesize and report to the Provincial People's Committee periodically every year on the implementation of tasks according to the plan./.
