Nghe An: Consideration of rural traffic cement support mechanism for localities with special conditions

(Baonghean.vn) - Voters' recommendation: The cement support given to communes that register to finish within the year and provide 1,050 tons/commune equally is not reasonable. It is recommended that the province give loans to communes with large areas and many kilometers of road to be built 2 years in advance and in larger quantities to reduce the investment burden on the people.

Regarding this issue, the competent authority responded as follows:

Pursuant to Resolution No. 166/2015/NQ-HDND dated July 10, 2015 on "policies to encourage and support the construction of new rural areas in Nghe An province in the period of 2015-2020" and Decision No. 48/2015/QD-UBND dated August 31, 2015 of the Provincial People's Committee "on promulgating regulations on policies to encourage and support the construction of new rural areas in Nghe An province in the period of 2015-2020", which stipulates:

Arrange cement support level for communes registered to meet standards in 2016 with the quantity to be implemented as:

+ 6 km/commune for delta communes

+ 8 km/commune for communes of 6 mountainous districts

Mountainous communes that register to meet NTM standards will be supported with 1,400 tons of cement, and delta communes that register to meet standards will be supported with 1,050 tons of cement to build rural roads.

Communes that did not register but still met the standards in 2016 are still supported as registered communes. Thus, the voters' request to lend 2 years in advance to communes with large areas and many kilometers of roads to be built and in larger quantities to reduce the investment burden on the people has not been implemented because it is not in accordance with the province's policy.

Thanks to the complete transportation system, people in village 11, Hoa Son commune (Anh Son) have great convenience in transporting rice during the harvest season.

Regarding the request for additional cement support from some localities with special conditions, in the coming time the Department of Agriculture and Rural Development will synthesize and advise the Provincial People's Committee to consider and decide.

For loan requests 2 years in advance: VIn early January every year, the Provincial People's Committee approves the list of communes registered to meet the NTM standards, which is the basis for supporting cement according to the above policy. Therefore, there is no basis for lending to communes 2 years in advance.
