Nghe An handles 34 leaders for lack of responsibility for corruption

(Baonghean.vn) – On the afternoon of September 30, the 18th Provincial Party Executive Committee continued to meet to listen to and give opinions on issues of culture, science and technology, and anti-corruption and waste.

Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference. Also attending were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; representatives of the Central Propaganda Department and comrades in the Provincial Party Committee.

The conference heard a report on the draft Resolution of the Provincial Party Committee on building cultural people and cultural families in Nghe An to meet the requirements of integration and development. The draft Resolution consists of 3 main parts, including 7 specific goals, 4 targets and 8 specific tasks and solutions.

The Draft Resolution sets a general goal: To build a cultured person and a cultured family in Nghe An to develop comprehensively, towards truth - goodness - beauty, imbued with the national spirit and cultural identity of Nghe An: "diligent, studious, honest, brave; humane, loyal"; attached to family, clan, community; love for homeland and country; respect family discipline, respect the law. Absorb the cultural quintessence of the times; strive for Nghe An people and families to truly become a solid spiritual foundation to meet the requirements of integration and development.

At the conference, delegates focused on contributing ideas to clarify the characteristics of “cultural people, Nghe An cultural families”. Professor, Doctor Dinh Xuan Khoa – Rector of Vinh University suggested that it is necessary to clarify the content of the qualities, culture of Nghe An people, and the standards of Nghe An cultural families.

Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of Nam Dan District Party Committee, expressed his opinion that in addition to the 7 goals identified in the draft Resolution, it is necessary to add the goal of preventing and repelling the degradation of social ethics. "Building must go hand in hand with fighting, creating a healthy cultural environment", Secretary of Nam Dan District Party Committee expressed.

Commenting on the draft Resolution, Comrade Pham Thi Hong Toan - Editor-in-Chief of Nghe An Newspaper commented: "I have not seen Nghe quality or Nghe people in the content of the Resolution. What are the advantages and disadvantages of Nghe people and families?", the Editor-in-Chief of Nghe An Newspaper also requested that the content of the resolution be clearly expressed in order to have solutions for implementation.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh proposed to fully supplement the characteristics of Nghe An people, including the common characteristics of Vietnamese people; at the same time, clarify the content of Nghe An cultural family.

In addition, the Provincial Party Secretary also requested that in the specific objectives section, it is necessary to identify the cultural standards that need to be "built" and "resisted" as well as clarify the role of managing those standards...

On that basis, the Provincial Party Secretary proposed that the Party Committee of the Provincial People's Committee accept the opinions to revise the content of this draft resolution and submit it to the Provincial Party Committee Standing Committee for comments before submitting it to the Provincial Party Executive Committee.

The conference also heard the Report on the issuance of the Resolution of the Provincial Party Executive Committee on science and technology development for the period 2016-2020, with a vision to 2025.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien presented the draft Resolution on science and technology development for the 2016-2020 period, with a vision to 2025.

The general objective of the draft Resolution is to create fundamental changes in the awareness and actions of Party committees at all levels, authorities, unions, social organizations and enterprises on the role of science and technology in the sustainable development of the province.

Developing science and technology capacity to a fairly good level in localities nationwide, building Nghe An into a science and technology center in the North Central region, focusing on applying and transferring science and technology achievements and high technology, training human resources to serve production and life, contributing significantly to improving the quality of economic growth and the competitiveness of goods and products.

Regarding this content, delegates suggested that the resolution should have solutions to encourage businesses to invest in research and development; regulate the annual state budget expenditure for science and technology investment, form a science and technology market, create a start-up movement in scientific research, etc.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh raised the issue of renewing thinking and awareness about science and technology to change the management and operation work in the stages of research, transfer and improvement; at the same time, determining that the team participating in the science and technology process does not necessarily have to be scientists but should be popularized to encourage capable people to participate in implementing science and technology tasks; organizing science and technology research forces such as linking with universities; cooperating with businesses.

Regarding the orientation for the field of science and technology, the Provincial Party Secretary proposed a more general revision, distinguishing the main fields that need investment in accordance with the conditions and development needs of Nghe An province.

Based on the analysis, the Provincial Party Committee passed the Resolution on science and technology development for the 2016-2020 period, with a vision to 2025, and requested the drafting committee to revise it in the direction suggested.

The conference heard the Report on the Summary of 10 years of implementing Resolution 3 of the Central Committee (10th tenure) on "Strengthening the Party's leadership in the work of preventing and combating corruption and waste".

Implementing Resolution No. 3 of the Central Committee (10th tenure) and Conclusion No. 21 of the Central Executive Committee of the Party, Nghe An province has developed and issued many documents to lead, direct, guide and organize the timely implementation of the Resolution.

The work of preventing and combating corruption and waste has been identified as a key, urgent and regular task, and has been gradually prevented and pushed back in a number of areas, creating good public opinion among the masses.

Accordingly, in 10 years, the whole province has handled 34 leaders due to lack of responsibility for corruption, of which 21 people were criminally prosecuted and 13 people were disciplined.

In addition, through inspection and supervision, Party committees and organizations at all levels discovered and concluded that 1,672 Party organizations had shortcomings and violations, of which 159 Party organizations had to be disciplined; 4,005 Party members were discovered to have shortcomings and violations, of which 1,812 Party members had to be disciplined.

Also during this period, through administrative inspection, violations were discovered and recommendations were made to handle more than 311 billion VND and more than 302 billion VND was recovered for the State budget. Police investigation agencies at all levels initiated investigations into 92 cases, 154 defendants for corruption...

The practice of thrift and anti-wastefulness is also carried out seriously in the management and use of the budget; purchasing and using means of transport and means and equipment for work in agencies and organizations in the State sector...
