(Baonghean.vn) - The Provincial People's Committee requested agencies and units to focus on directing more strongly the settlement of administrative procedures through online public services at levels 3 and 4; receiving documents and returning results of administrative procedure settlement through public postal services.

Nghe An Provincial People's Committee has just sent an urgent dispatch to departments, branches, sectors, People's Committees of districts, cities, towns and relevant agencies on implementing a number of solutions to prevent and control the Covid-19 epidemic at the One-Stop Departments at all levels in the province.

To ensure the safety of individuals and organizations when coming to transact at the Reception and Result Delivery Department at all levels in the province (hereinafter referred to as the One-Stop Department) to contribute to preventing and controlling the spread of Covid-19 in the community, the Provincial People's Committee requests departments, branches and sectors under the Provincial People's Committee, People's Committees of districts, cities, towns and related agencies and units to implement the following contents:

At the One-Stop-Shop Departments at all levels, based on the number and frequency of administrative procedure transactions of agencies and units, arrange appropriate personnel and apply necessary measures and conditions for infection prevention and control to effectively and conveniently serve cases where organizations and individuals request to directly resolve administrative procedures; Continue to propagate, guide and encourage organizations and individuals to use online public services at levels 3 and 4 on the National Public Service Portal at the address: dichvucong.gov.vn or the Provincial Public Service Portal at the address: dichvucong.nghean.gov.vn; submit documents and receive results of administrative procedure settlement via public postal services at transaction points under Nghe An Post Office. Only submit documents directly in cases of real necessity and urgency to minimize the need for organizations and individuals to go directly to the competent authority to resolve administrative procedures.

Focus on directing more strongly the settlement of administrative procedures through online public services at levels 3 and 4; receiving dossiers and returning results of administrative procedures settlement through public postal services. Have solutions to guide and support individuals and organizations in declaring dossiers to submit online and by post easily and conveniently. Link to the Public Service Portal of the agency or unit at the address dichvucong nghean.gov.vn in a prominent position on the Electronic Information Page of the agency or unit so that individuals and organizations can conveniently submit dossiers online. Timely publicize the phone numbers and email addresses of officials, civil servants and public employees working at the One-Stop-Shop Department at all levels on the Electronic Information Page of the agency or unit and the place where administrative procedures are settled to provide advice and guidance when organizations and individuals need support. If any civil servant or official of any agency or unit is irresponsible and causes difficulties for organizations or individuals in performing administrative procedures online or via public postal services, the head of the agency or unit must be responsible to the Chairman of the Provincial People's Committee.

Departments, branches and sectors under the Provincial People's Committee continue to review and supplement online public services under their management authority, especially administrative procedures with simple dossier components, to request competent authorities to update them on the Provincial Public Service Portal.

Assign the People's Committees of districts, cities and towns to direct the People's Committees of communes, wards and towns to strictly implement the instructions; Strengthen communication work on grassroots radio stations so that organizations and individuals know and submit administrative procedures online or via public postal services.

Assign the Provincial People's Committee Office to monitor, urge, guide and promptly grasp the handling of administrative procedures through online public services at levels 3 and 4 of agencies and units in the province. Regularly monitor and provide technical support to agencies and units in receiving online records through the Provincial Public Service Portal; Timely report to the Provincial People's Committee the implementation results and the list of agencies and units that are implementing in a formal manner, not creating favorable conditions for organizations and individuals to use the service.

Assign the Department of Information and Communications to monitor, urge, guide and promptly grasp the settlement of administrative procedures via public postal services of agencies and units in the province; Direct the mass media to effectively carry out propaganda work so that organizations and individuals can increase the submission of administrative procedures online or submit administrative procedures via public postal services...
