Nghi Loc: Establishing 6 more Party cells in non-state enterprises

(Baonghean) - In 2012, Nghi Loc District Party Committee issued Project No. 05/DA/HU on building and developing party and mass organizations in non-state enterprises in the area for the period 2012 - 2017. Up to now, after 5 years of implementation, there have been positive changes.

At the time of starting to implement Project 05, Nghi Loc had 125 non-state enterprises operating, attracting over 3,000 workers. Of these, 82 enterprises had 10 or more workers, 38 enterprises had 20 or more workers, 59 enterprises had paid social insurance for 1,204 workers. Of these, 6 enterprises had party organizations, 29 enterprises had trade unions.

In order for the project to be effectively implemented towards the goal of ensuring the leadership of the Party, protecting the legitimate rights and interests of workers, helping businesses develop sustainably, Nghi Loc District Party Committee has coordinated with relevant departments, branches and units to develop a plan and organize implementation. The district proactively established a core working group to survey and grasp the situation, on that basis, making proposals on appropriate and practical implementation methods. From there, it focused on directing, assigning cadres to monitor, and developing specific plans for developing Party members and building Party organizations in enterprises.

One of the key ways is to promote, facilitate and encourage the establishment of mass organizations in enterprises to discover and nurture factors for party membership. At the same time, strengthen propaganda and mobilize business owners to create favorable conditions for the development of party members, union members and the building of party organizations and mass organizations in enterprises.

One of the leading enterprises in building party cells and creating sources for party development in Nghi Loc district is Binh Minh Transport Trading Company Limited. This is an enterprise with a party organization and mass organizations that operate very well and effectively.

This company's Party cell has 19 party members, on average admitting 1-2 new party members each year. In the first 6 months of 2016, 2 people were sent to study party subjects. Summarizing 5 years of implementing Directive 03 of the Politburo (2011-2016 period), the Party cell has 2 typical groups and 3 individuals commended in studying and following the moral example of Ho Chi Minh.

Sharing his experiences in party work, comrade Pham Hai Khiem - Secretary of the Party Cell of Binh Minh Transport Trading Company Limited said: Right from the establishment of the Party Cell, it was determined that the Party organization in the enterprise must play a good role in advising and giving advice to the Board of Directors in operating and developing the company. The Party Committee directs each Party member through specific actions to demonstrate to the company's leaders the practical benefits of having the "assistance" of the Party Cell in the enterprise. That is also a way to create trust and motivation for employees to stay with the enterprise for a long time.

Sharing the experience of developing party organizations in non-state enterprises, comrade Nguyen Quang Tinh - Party Cell Secretary of Bai Lu Investment and Business Joint Stock Company said: Because the company director does not participate in the Party Committee, in order to receive the support of the company's leaders, the Party Cell first focuses on directing mass organizations and party members, especially those in key positions, to advise on activity programs, contributing to creating practical efficiency in production and business.

For example, the Party cell has made proposals to the Board of Directors and the Board of Management on personnel arrangement and business training for employees to meet the requirements and business tasks in the new situation... contributing to the company's revenue being higher year after year, and the average income per capita by September 2016 exceeding 1.3 times compared to 2015. Seeing the practical benefits of the Party cell's significant contribution, the Board of Directors has increasingly paid attention to and supported the Party cell's activities.

However, according to Mr. Nguyen Quang Tinh: To demonstrate this role, it is necessary to select capable leaders of organizations and those holding important positions in the company's apparatus to effectively implement the policies and activities of the Party cell as well as carry out business tasks and increase revenue for the company.

In addition, to attract the masses to the party organization, party members must be exemplary leaders in all activities, especially in professional and mass activities. Thanks to these experiences, the training and development of the party cell has been very favorable. In 2016, 5 masses were sent to attend the party sympathy class; 2 new party members were admitted, bringing the total number of party members in the party cell to 18. Discussing the changes in the implementation of Project 05, Comrade Nguyen Ba Chau - Chairman of the People's Council, Head of the Organization Board of Nghi Loc District Party Committee said: In 2016, through a survey, Nghi Loc district had 6 state-owned enterprises and 354 non-state enterprises (230 private enterprises, 124 joint-stock enterprises). Of which, 6 more non-state enterprise party cells were established (2 party cells under the District Party Committee and 4 party cells under the Commune Party Committee), exceeding the set target. In addition, 2 more trade union organizations, 2 youth union organizations and 1 Veterans Association branch were established.

However, according to comrade Nguyen Ba Chau, the implementation of Project 05 also encountered many difficulties. Notably, most of the enterprises under the management of the district are small-scale and have fragmented production; Party cells in enterprises operate under the board of directors, only playing an advisory role and not being able to lead as in state-owned enterprises. In addition, for many reasons, the heads of party organizations as well as unions in non-state enterprises have largely not been able to promote their roles and capacities...

In the coming time, Nghi Loc District Party Committee will continue to deploy many solutions to effectively implement Project 05, focusing on listening to feedback and recommendations from the grassroots to propose reasonable support measures, gradually removing difficulties.
