Faced with this reality, the Standing Committee of the District Party Committee requires: For personnel work, it is necessary to follow the direction and guidance of superiors and current policies and regulations.
The arrangement of cadres, civil servants and public employees must be linked to the requirements and standards according to regulations on the basis of objective and impartial assessment. The plan for arranging cadres, civil servants and public employees of the new commune must be linked to the review, calculation and balance with the actual situation of cadres in Nghia Dan district within 5 years from the effective date of the Resolution on merging 3 communes to mobilize, rotate and arrange them reasonably.
Prioritize the settlement of regimes and policies for those who wish to retire according to Decree 108/2014/ND-CP, Decree 26/2015/ND-CP, Decree 113/2018/ND-CP and other relevant documents.
The Standing Committee of Nghia Dan District Party Committee assigned the District People's Committee to draft a merger plan, in which it was agreed that the naming of the communes after the merger would be decided by voters of the three communes, but the principle must be ensured: not to overlap with the names of communes in Tan Ky, Quy Hop districts and Thai Hoa town and to start with the word "nghia" for consistency.
Regarding the organizational structure, Nghia Dan reviewed and merged all agencies, organizations of the Party Committee, government and mass organizations of the commune. As for schools and health stations, it is necessary to study plans to maintain the current schools and stations to ensure convenience for the people.
The District People's Committee reviews, counts, and compiles statistics on the current status of facilities and funds of communes before the merger to develop a plan for use and exploitation in accordance with legal regulations and in accordance with reality; avoids loss or waste; temporarily suspends new investments and repairs of offices, medical stations, schools, etc.
Up to now, after consulting, voters of the three communes of Nghia Tan, Nghia Lien, and Nghia Thang basically agree with the plan advised and developed by the District People's Committee.
