"Troubleshooting" for the establishment

Nghia Long Commune is the first unit of Nghia Dan District to hold a grassroots Party Congress. Although the congress took place at a time when the Covid-19 epidemic was breaking out, thanks to careful and thoughtful preparation, the congress was successful and safe.

The Congress directly elected 14 comrades to the Party Executive Committee of the commune, term XXIV, 2020-2025, with high consensus from all delegates. At the same time, the Congress passed a Resolution to strive to develop Nghia Long comprehensively towards industrialization and modernization of agriculture, farmers and rural areas. Build Nghia Long commune to become the center of Nghia Long Industrial Cluster, Nghia Dan district in the coming time.

Nghia Long Commune Party Committee is one of three grassroots party organizations selected by the Standing Committee of Nghia Dan District Party Committee to organize a model congress, along with Nghia Yen Commune Party Committee and the District Mass Organizations Party Committee. The two commune party committees held model congresses before March 25, 2020, but the district Mass Organizations Party Congress had to be postponed due to the Covid pandemic and was completed on May 6, 2020.

The Organizing Committee of Nghia Dan District Party Committee said that up to now, 49/49 grassroots party organizations have completed the party congress for the 2020-2025 term. In general, the units have successfully organized the congress, having made good preparations in terms of content, personnel, propaganda, and facilities.

In order for the grassroots Party Congress to be successful, in addition to thoroughly grasping the documents of the higher levels, the Standing Committee of the District Party Committee promptly issued plans and instructions for organizing the congress. The district also established 10 delegations to direct the grassroots Party Congress, headed by members of the Standing Committee of the District Party Committee, to directly direct the grassroots to do a good job of preparing and organizing the congress according to the schedule and plan of the district.

At the same time, the District Party Committee established delegations to supervise the implementation of Directive 35 of the Politburo on Party congresses at grassroots party committees. In general, the congress steering delegations closely followed the grassroots; directed, guided and worked with units to prepare and organize the congress according to the set plan.

During the congress, personnel work was considered the most complicated. In order for the congress to elect officials with intellectual qualities, practical abilities, and to gather the people, the Standing Committee of Nghia Dan District Party Committee issued many guiding documents and promptly resolved difficulties and obstacles in the process of preparing for the grassroots congress.

Comrade Phan Tien Hai - Standing Deputy Secretary of Nghia Dan District Party Committee said that before the congress, the district had proactively oriented personnel for units with major changes and units that were "confused", with the spirit of proactively grasping and resolving without waiting for the base to report. Therefore, the process of building personnel plans ensured compliance with regulations and was suitable for the capacity of each comrade; ensuring inheritance and development. In general, the units elected in the right direction, with high consensus from party members and people.

CAREFUL PREPARATION AT THE TOP

In order for the district Party Congress to be successful, Nghia Dan determined that propaganda work must go many steps ahead. Since mid-February 2020, the Standing Committee of the District Party Committee has issued a plan to propagate party congresses at all levels. At the same time, it has developed a program and oriented the content and form of propaganda on mass media in many forms such as billboards, posters, banners, and slogans.

Mr. Ngo Van Thanh - Head of the Propaganda Department of Nghia Dan District Party Committee added that the district also took advantage of the social network Facebook to propagate the contents and meanings of the congress; in addition, the grassroots loudspeaker system regularly announced widely for party members and people to listen.

In addition, the work of drafting documents was directed by the Standing Committee of the District Party Committee urgently, seriously, and methodically according to the set roadmap. Up to now, this work has completed the steps of collecting opinions on the draft political report, from collecting comments from provincial departments, branches, and sectors; grassroots party organizations, town-level civil servants, leaders and managers through the periods; and people of all walks of life.

On July 23, the Standing Committee of Nghe An Provincial Party Committee worked with the Standing Committee of Nghia Dan District Party Committee on preparations for the 29th District Party Congress, term 2020 - 2025. Thereby, many important opinions were contributed to the draft Political Report of the District Party Executive Committee, opening up many directions for Nghia Dan district to continue to develop.

To prepare well for the personnel work of the district Party Congress, the Standing Committee of the District Party Committee has issued directives, plans, and instructions on personnel work for Party Congresses at all levels, term 2020-2025; issued a Decision to establish a Personnel Subcommittee and a Working Group to assist the Personnel Subcommittee.

In order to ensure that the personnel work of the 29th District Party Congress is carried out seriously, in accordance with procedures, principles, objectivity and democracy, the Standing Committee of the District Party Committee has implemented the assessment and classification of the staff under management in 2019 and the entire term. At the same time, the review and supplementation of the staff planning is carried out to ensure timeliness and quality. The Standing Committee of the District Party Committee has organized many conferences to discuss and conduct secret ballots on the re-election and new personnel plans.

Mr. Vu Ngoc Thao - Head of the Organizing Committee of Nghia Dan District Party Committee said that the personnel process of this term is different from the previous term, with more changes and stricter. Moreover, the qualifications and abilities of the cadres are similar, so on the basis of "choosing people from work", that is, whoever has strengths and is suitable for a job, then put them in to develop better.

Thanks to the implementation of democracy and objectivity, up to now, Nghia Dan has not received any complaints related to the personnel work process and the positions expected to be introduced to the District Party Executive Committee for the 29th term, 2020 - 2025. Therefore, thousands of party members in the area have the right to believe in a successful congress, electing cadres with enough prestige and capacity... to lead and direct the district to develop further.
