Research and propose a model of specialized anti-corruption agencies and units

Comrade Phan Dinh Trac - Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission and Deputy Heads of the Central Internal Affairs Commission co-chaired the conference.
At the Nghe An Provincial Party Committee bridge, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired. Also attending were comrades of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee, Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Committee; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee, representatives of leaders of departments, agencies and branches in the Internal Affairs sector.
The number of cases transferred to the investigation agency doubled.
In 2022, the Party's Internal Affairs sector has proactively and actively implemented assigned tasks, ensuring harmony in three areas: Internal affairs, anti-corruption and judicial reform.
The entire industry has developed 7 major projects (if counting from the beginning of the 13th Party Congress term to now, there are 17 projects) to submit to the Central Executive Committee, Politburo, and Secretariat.

The Central Internal Affairs Commission has advised the Politburo to issue "Regulations on controlling power to prevent and combat corruption and negativity in investigation, prosecution, trial and execution of sentences".
In parallel with this Project, the Central Internal Affairs Committee has advised the Politburo to assign the National Assembly Party Delegation, the Government Party Personnel Committee, and the Central Inspection Committee to develop projects to control power, prevent corruption, negativity, and group interests in law-making, in inspection, supervision, auditing, and financial management, which will also be approved by the Politburo in early 2023. These three regulations will contribute significantly to perfecting a tight institution to "make corruption impossible".

Another highlight in 2022 is the Project to establish a Steering Committee for preventing and combating corruption and negative acts at the provincial level, which was unanimously approved by the Central Executive Committee at the 5th Central Conference (term XIII); creating a very important mark on the formation of the apparatus, organization, and force in leading, directing, and organizing the implementation of corruption and negative acts at the local and grassroots levels.
The entire sector has proactively monitored and grasped the situation, coordinated with the Internal Affairs agencies to advise the Party and State to direct and promptly and effectively handle complex emerging issues regarding national security and social order and safety.
Over the past year, central and local authorities continued to effectively implement the coordination mechanism in detecting and handling corruption and negativity, bringing about many significant results. The number of cases transferred to the investigation agency for handling was 646, a two-fold increase.
At the same time, coordinate with the prosecution agencies to advise on putting 10 cases and cases under the Central Steering Committee's monitoring and direction, including many major, especially serious and complicated cases occurring in specialized fields and closed operations such as: Consular Department (Ministry of Foreign Affairs), FLC Group, Tan Hoang Minh, Van Thinh Phat, AIC...; advise on handling policies to ensure strictness, no forbidden areas, but with humanity, reason and emotion, especially the case related to Viet A Company which received public approval.

The sector has also advised and directed to improve the effectiveness of recovering lost and misappropriated assets in corruption cases. In the cases and cases under the Central Steering Committee alone, over VND 160,000 billion worth of accounts were temporarily seized, seized, and frozen during the year; civil enforcement agencies recovered VND 27,400 billion, an increase of nearly VND 18,000 billion compared to 2021.
In addition, it also coordinated with relevant agencies to advise and direct the removal of difficulties and obstacles, speed up the investigation, prosecution and trial of 63 cases, and handle 45 cases under the supervision and direction of the Steering Committee.
FEAR OF PERFORMING PUBLIC DUTY IS A NEGATIVE ATTITUDE
Speaking at the conference, on behalf of the Politburo and the Secretariat, Comrade Vo Van Thuong - Politburo member and Standing member of the Secretariat highly appreciated and commended the achievements of the Party's Internal Affairs sector in 2022.
2023 is a pivotal year for implementing the Resolution of the 13th National Party Congress. However, in the context of many difficulties, comrade Vo Van Thuong requested that the Party's Internal Affairs sector needs to proactively and actively research and advise the Party on major policies and orientations on Internal Affairs; preventing and combating corruption, negativity and judicial reform.

The sector also needs to continue to effectively perform the tasks of the Standing Committee of the Central Steering Committee and the provincial steering committee on corruption prevention and control. The Central Internal Affairs Committee needs to strengthen guidance, inspection, supervision, and improve the effectiveness of the provincial steering committee on corruption prevention and control; closely coordinate with central agencies to advise on strict handling of corruption and corruption cases and incidents according to the direction of the General Secretary, there are no forbidden areas, no exceptions, regardless of who it is, and no pressure from any organization or individual.
Standing member of the Secretariat Vo Van Thuong emphasized the need to focus on advising and directing to speed up the investigation and final settlement of cases and incidents related to Viet A Company, the Consular Department (Ministry of Foreign Affairs) and corporations and companies: FLC, Tan Hoang Minh, Van Thinh Phat, AIC...
At the same time, advise leaders and direct to thoroughly resolve difficulties and obstacles in appraisal and valuation work; improve the effectiveness of recovering corrupt assets; create stronger and clearer changes in the work of detecting and handling corruption and negativity at localities and grassroots levels; focus on effectively handling and preventing harassment, negativity, and causing trouble for people and businesses.

Faced with the reality that officials are hesitant in performing their duties, the Standing Secretariat affirmed that the fight against corruption and negativity is to punish evil, but at the same time encourage people to do the right thing, do well, and promote development.
As for the fear of doing work, it must be recognized that it is a negative attitude, and Party committees at all levels must pay attention to overcome this point. The Internal Affairs Committee and Party committees must advise Party committees to direct the effective resolution of this issue, not allowing such negative thoughts to form, infiltrate, and use that as an excuse to delay the work of the Party and the State, affecting the legitimate and legal rights of the people and businesses.
