Inadequate

Recently, some residents in Block 9, Le Loi Ward (Vinh City) have sent their opinions to Nghe An Newspaper about the inadequate traffic infrastructure in the area where they live. Residents of Block 9 said: “The construction of too many apartment buildings has caused the population in the area to increase, while the traffic infrastructure has not been planned and invested in synchronously, which is the cause of traffic congestion…”.

The reality of Block 9, Le Loi Ward and surrounding areas shows that the people's reflection is correct. If we take the 3 high-rise apartment buildings Green View Tower 1, 2, 3 as the center, facing North to Ly Thuong Kiet Street, South to Nguyen Thai Hoc Street, this area has thousands of households.

However, here there is only Hoang Nghia Luong street connecting to Ly Thuong Kiet street. Meanwhile, to get to Nguyen Thai Hoc street, the only way is to go through small, narrow, winding alleys which are extremely inconvenient.

It is also seen from reality that Hoang Nghia Luong Street should have been planned and invested in to connect Ly Thuong Kiet Street with Nguyen Thai Hoc Street soon, to become the main traffic axis of the area, ensuring convenient traffic and socio-economic development. However, at present, Hoang Nghia Luong Street is like a dead end. Only from Ly Thuong Kiet Street to Green View Tower 2 apartment building is it "connected" to a narrow, winding alley leading to Nguyen Thai Hoc Street with a length of about 150m.

Mr. Nguy Song Hong - Secretary of Block 9 Party Cell, Vice Chairman of Le Loi Ward Veterans Association said that for a long time, the traffic of local people has encountered many difficulties, often suffering from traffic jams, causing frustration. Standing at the narrow alley connecting to Hoang Nghia Luong Street, Mr. Nguy Song Hong said: "In this alley, it is very difficult for two motorbikes going in opposite directions to avoid each other. Therefore, there have been many collisions...".

Regarding the cause, according to the Party Secretary of Block 9, after the Tecco apartment buildings were built, the population increased many times, becoming the "core of the core area"; meanwhile, the traffic infrastructure remained the same as before, without investment to expand and connect synchronously with the two major roads Ly Thuong Kiet and Nguyen Thai Hoc.

“In block 9 alone, Le Loi ward, including houses and the Green View Tower 3 apartment building, there are nearly 600 households. In addition, in recent years, cars have been considered the main means of transportation by the people. In the block, 50-60% of households have cars, many households even have 2 cars, so when the traffic infrastructure is too weak, it is overloaded, very inconvenient in traveling…”, Mr. Nguy Song Hong discussed.

Asked Mr. Nguy Song Hong: During the planning phase of building apartment buildings to form new residential areas, was the traffic system planned or not? He said he did not know the planning clearly, but he affirmed that about 3 years ago, the city government had determined to invest in building a connection between Hoang Nghia Luong Street and Nguyen Thai Hoc Street; and in block 9, there were 9 households identified as having to clear the land. However, up to now, there has been no organization to clear the land to invest in road construction.

Secretary of Block 9 Party Cell - Mr. Nguy Song Hong discussed: "People in Block 9, including households that have to clear the land, all recognize this as a correct policy, so they are looking forward to it. Therefore, we request that superiors urgently implement it to relieve traffic pressure in the area...".

When will the route be open?

To find out, with the goal of meeting the requirements of traffic, drainage, environmental sanitation, lighting, contributing to urban beautification, serving people's lives..., on November 23, 2021,Vinh City People's CommitteeIssued Decision No. 6498/QD-UBND on investment policy for the 18m planned road project from Nguyen Thai Hoc Street to Hoang Nghia Luong Street.

This route is about 125m long, designed with a base width of 18m, a road surface of 9m wide made of asphalt concrete, sidewalks on each side 4.5m wide, and a synchronous infrastructure system of drainage ditches, manholes, lighting, sidewalks, trees, etc. Also here, the People's Committee of Vinh City determined the total investment of the project to be 25 billion VND (including compensation and site clearance costs) from the city budget; the implementation period is not more than 3 years, the construction progress is completed within 12 months from the date of commencement.

However, it was not until March 16, 2023, that the investment project to build an 18m planned road from Nguyen Thai Hoc Street to Hoang Nghia Luong Street was approved by Vinh City People's Committee in Decision No. 660/QD-UBND, with the total investment unchanged at 25 billion VND. Then, on December 29, 2023, by Decision No. 5889/QD-UBND, Vinh City People's Committee approved the project adjustment to increase the total investment from 25 billion VND to 48,717 billion VND; in which, mainly increasing the cost of compensation and support for site clearance from more than 18 billion VND to more than 42 billion VND.

However, according to information from the Vinh City Construction Investment Project Management Board (the unit assigned by the Vinh City People's Committee to be the investor of the 18m wide planned road construction project from Nguyen Thai Hoc Street to Hoang Nghia Luong Street), the project implementation is slow, especially the site clearance work, leading to the capital source that was determined in 2024 having to be transferred to 2025. However, as the representative of the Vinh City Construction Investment Project Management Board said, the board's determination is to complete the project in 2025.

The representative said: “To implement the project, it is necessary to organize site clearance for 11 households. Up to now, the Vinh City Land Fund Development Center and the People's Committee of Le Loi Ward have completed the asset inventory for 7 households. In the coming time, when the 2025 land use plan is approved by the Provincial People's Committee, the asset inventory of the remaining households will continue to be carried out. With the responsibility of the investor, the committee has determined that the project will be completed by the end of 2025. Therefore, it will be proposed that the City People's Committee urge relevant units to urgently develop a compensation plan, support site clearance, organize to collect opinions from relevant households, and create consensus to implement the project...”.

Mr. Nguyen Quoc Thang - Secretary of Le Loi Ward Party Committee: “When Hoang Nghia Luong Street is completed, connecting Ly Thuong Kiet Street with Nguyen Thai Hoc Street, it will relieve traffic pressure for the entire ward, not just the residential area of ​​block 9; at the same time, it will remove the “bottleneck” and contribute to the socio-economic development in the area. Recently, Le Loi Ward has coordinated with the Vinh City Land Fund Development Center to count assets, confirm the origin of land... for households that must clear the land. In the future, when the city implements the next steps, Le Loi Ward will actively carry out related work contents, focus on propaganda, mobilize people to create consensus to implement the project...".
