The Ministry of Finance is drafting a Circular regulating the management, use and settlement of public funds from the central budget to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

The draft also proposes specific regulations on supporting workers working abroad under contracts.
For workers from poor households, ethnic minority households in poor districts, especially disadvantaged communes in coastal and island areas who want to work abroad: The content and level of expenditure shall comply with the provisions at Point a, Clause 1, Article 25 of Circular No. 15/2022/TT-BTC.
For workers from near-poor households, households that have just escaped poverty in poor districts, especially disadvantaged communes in coastal and island areas who want to work abroad: Support for vocational training and vocational skills improvement according to actual costs, up to the level prescribed in Decision No. 46/2015/QD-TTg; support for foreign language training according to actual costs, up to 70% and support for other costs according to the support level for the first subject.
For other workers living in poor districts, coastal communes and islands who want to work abroad: Support for vocational training and vocational skills improvement at actual costs, up to the level specified in Decision No. 46/2015/QD-TTg; support for foreign language training at actual costs, up to 50% of the support level for the first subject.
