Are road users allowed to stop on the road to put on raincoats?

According to the Ministry of Public Security, currently, the law does not prohibit and has provided specific instructions on stopping and parking vehicles, to ensure the most convenience and safety for traffic participants.

Cases of stopping and parking, including stopping and parking to put on a raincoat, will only be punished when not complying with the provisions of the law on traffic safety, causing danger to oneself and other traffic participants....

Specifically, Article 18 of the 2024 Law on Traffic Safety and Order stipulates stopping and parking as follows:
“3. Drivers of vehicles participating in road traffic when stopping or parking on the road must comply with the following regulations:
a) Signal to notify other road users when entering or exiting a stopping or parking location;
b) Do not affect pedestrians and vehicles participating in road traffic.
4. Drivers of vehicles participating in road traffic are not allowed to stop or park at the following locations:
a) Left side of one-way street;
b) On a curve or near the top of a slope where visibility is obstructed;
c) On bridges, except in cases permitted by traffic organizations;
d) Under overpasses, except for places where stopping and parking are allowed;
d) Parallel in the same direction as another vehicle that is stopped or parked on the road;
e) Less than 20 meters from a car parked in the opposite direction on a narrow street,
under 40 meters on a road with one lane of motor vehicles in one direction;
g) On the pedestrian crossing;
h) At intersections and within 05 meters from the edge of the intersection;
i) Pick-up and drop-off points;
k) In front of the gate and within 05 meters on both sides of the gate of the headquarters of the agency or organization, there is a road for vehicles to enter and exit;
l) Where the road section is only wide enough for one lane of motor vehicles;
m) Within the safety range of the railway;
n) Obscuring road signs and traffic lights;
o) On bus lanes, on drainage manholes, telephone and high voltage lines, places reserved for fire trucks to get water; on the roadway or sidewalk in violation of the law.
5. On the road, drivers of vehicles participating in road traffic are only allowed to stop or park their vehicles in places with wide sidewalks or on land outside the roadway; in cases where the sidewalk is narrow or there is no sidewalk, they are only allowed to stop or park their vehicles close to the right edge of the road in the direction of travel.
6. On the street, drivers of vehicles participating in road traffic may only stop or park their vehicles close to the curb or sidewalk on the right side of the road in the direction of travel; the nearest wheel must not be more than 0.25 meters from the curb or sidewalk and must not cause obstruction or danger to people and vehicles participating in road traffic.”
For violations, depending on each behavior and type of vehicle, administrative penalties may be imposed according to the provisions of Decree 168/2024/ND-CP dated December 26, 2024, regulating administrative penalties for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points.
