Cadres who were still working and under the management of the Politburo and Secretariat must still be considered and given opinions on many issues after retirement.

On December 19, General Secretary Nguyen Phu Trong, on behalf of the Politburo, signed Regulation 105 on decentralization of cadre management and appointment and introduction of candidates, which clearly stipulates decentralization of management for cadres who have left their positions or retired.

Accordingly, cadres who are still working under the management of the Politburo and the Secretariat, when they have left their positions or retired, must still be considered and given opinions by the Politburo and the Secretariat (except in cases where they leave their positions, are transferred or assigned to other jobs not under the management of the Politburo and the Secretariat) on issues such as: Participating in the election of deputies to the National Assembly and People's Councils at all levels; being leaders of political and social organizations (chairman, vice-chairman, general secretary and equivalent of the Vietnam Fatherland Front and political and social organizations); standing up to establish associations and being the heads of associations.

Going abroad using the state budget, receiving international guests, answering foreign interviews, receiving medals, titles, and awards from foreign countries and international organizations; Implementing policies and regimes for officials; Rewarding and disciplining officials.

Specifically, regarding decentralization of management, the Politburo considered and gave opinions on the following positions: former General Secretary, President, Prime Minister, Chairman of the National Assembly; former Politburo members; former Party Central Committee Secretaries; former Chairman of the Vietnam Fatherland Front Central Committee; former Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister; Generals of the armed forces.

The Secretariat reviews and gives opinions on the remaining positions in the list of working cadres under the management of the Politburo.

Leaders of Party committees and central agencies, Party executive committees, Party delegations, provincial and municipal Party committees' standing committees and Party committees directly under the Central Committee review and give opinions on positions while still working under the management of the Secretariat.

In cases of resignation and assignment to other work, the competent authority in charge of personnel management shall decide according to the guidance of the Central Organizing Committee./.

- Member of the Politburo; Member of the Secretariat; Member of the Party Central Committee.

- Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister.

- Member of the Central Military Commission, member of the Central Public Security Party Committee.

- Chief of the General Department of Politics of the Vietnam People's Army.

- Chief of General Staff of the Vietnam People's Army.

The Politburo considers and decides on the conferment or promotion of military ranks for comrades holding the above-mentioned positions and the conferment or promotion of the ranks of General, Senior Lieutenant General, and Navy Admiral for comrades holding lower positions.
