(Baonghean.vn) - According to the Department of Planning and Investment, in the first quarter, the disbursement rate of construction capital in Nghe An only reached 16.5%. Of which, 4 districts have not disbursed any money at the State Treasury, namely Vinh city, Que Phong district, Hoang Mai town, and Thai Hoa town.
There are 6 new districts disbursing less than 10 billion VND/district: Nam Dan, Anh Son, Tuong Duong, Nghia Dan, Con Cuong, Quy Chau (of which 3 districts: Nam Dan, Anh Son, Tuong Duong disbursed less than 5 billion VND).

The reason for the delay is due to the time lost during Tet, in addition, the projects are still in the process of investment and bidding procedures. The progress of detailed allocation of capital for the National Target Program in 2018 is still slow, and there is still no decision on detailed allocation, so the grassroots units have not been able to implement and disburse. Currently, the province is establishing inspection teams to check the progress of the projects.
Also according to the report of the Ministry of Finance on March 30, 2018, 50/56 central ministries and branches and 27/63 localities have disbursement rates lower than the national average (9%), of which 3 localities have rates below 3%.
Nghe An's disbursement rate is still higher than the national average and ranks second in the North Central region.
