(Baonghean) - Urban planning, construction and development (towns, market towns) in the province contribute to creating leverage for local socio-economic development. However, currently, the situation of "hanging" urban areas is quite common in localities.

CURRENT SITUATION

In 2014, the People's Committee of Dien Chau district coordinated with the Department of Construction, the consulting unit and Dien Yen commune to organize the announcement of the urban planning of Yen Ly, Dien Yen according to Decision No. 5282/QD.UBND-XD dated November 7, 2013. However, since the announcement of the type V urban planning, Dien Yen commune has not had any significant changes.

Mr. Nguyen Nam in Dien Yen said: When the commune's urban planning was announced, we were very excited, thinking that there would be investment, but after more than 5 years, nothing has changed, the market is degraded, and the roads are still narrow.

Mr. Duong Dang Hoang - Chairman of Dien Yen Commune People's Committee said: According to the announcement of Dien Yen urban planning, this will become a type V urban area, with an area of ​​over 420 hectares, designed with 3 main roads 35-48 m wide with each route being over 3 km long, not to mention dozens of branch traffic routes with a width of 9-15 m.

The commune is planned to function as an administrative, economic, cultural - educational, commercial and service unit... equivalent to a type V urban area. However, up to now, the traffic routes of Dien Yen are only 5 - 6m wide, some village roads are 2 - 3m wide. Currently, due to difficulties, the commune does not have the conditions to set up road boundary markers in the town planning area.

For Yen Thanh district, Van Tu urban area was approved by the Provincial People's Committee in Decision No. 3282/QD.UB-CN dated August 23, 2007, and the planning was announced in 2007, but has not yet been marked.

According to the plan, the total land area of ​​281 hectares is taken from the administrative boundaries of Cong Thanh, Khanh Thanh, and Lien Thanh communes. Van Tu urban area is established to exploit the potential for commercial service development in the South of Yen Thanh district.

Regarding Lien Thanh commune, which is located in the urban planning area, in the central area of ​​Cau Thong hamlet along National Highway 7B, on both sides of the road, the wholesale agents are still shabby and have makeshift roofs. Mr. Nguyen Thanh in Cau Thong hamlet shared: The announcement of the planning lasted more than 12 years, which also affected the business of the people. Because the planning was "suspended", we did not dare to risk investing. In this planning area, a problem is that in Lien Thanh commune, many households have expanded and encroached on the Vu Giang riverbed to build houses.

From 2007 to present, Yen Thanh District People's Committee has established urban planning for 11 units, including 10 towns and 1 Van Tu town. Most of the units announced for urban planning have not received initial investment such as setting up landmarks...

Particularly for Van Tu urban area (Van Tu town), it is particularly difficult, many criteria cannot be met to form a town. The population density of communes in the planning area is sparse, the proportion of people working in agriculture is high, the infrastructure is still weak, the transportation system is fragmented, degraded, and there is no water supply and drainage system.

Similar to the above situation, Son Hai commune, Quynh Luu has been planning Son Hai town since 2013, striving to meet the criteria of a type V urban area by 2020, developing into a coastal town. However, over the past 6 years, Son Hai commune has only completed the urban planning marker placement. Also because it is in the town planning, for many years the commune has not dared to invest in developing new rural infrastructure. Since then, the infrastructure system such as transportation and welfare works are still weak, not meeting the needs of the people.

LACK OF FUNDING?

Mr. Nguyen Hong Son added: Currently, all planned urban areas in the province have not been invested in according to the plan due to lack of funds. Regarding management measures, local authorities must have solutions to mark the roads so that people can build according to the approved plan so that when there are conditions for investment in the future, the urban infrastructure will not be broken.

The process of economic and social development requires urban planning, but in reality, many urban areas that have been announced for planning in the province are facing difficulties such as limited land, uneven urban distribution... Urban infrastructure planning is still lacking in consistency. Some planning points have been announced but have not yet been marked with road markers or construction boundaries.

With the above limitations, urban planning needs to be selective, not massive urban planning as it is now. Planning must be carefully surveyed, scientific, with the participation of many parties and strategic. Especially the participation of the local community, thereby being reasonable. Urban planning needs strict management and control according to specific planning and plans for reasonable and sustainable development, contributing effectively to the socio-economic development of localities.
