(Baonghean.vn) - Examining the report on the results of handling voters' petitions of the Provincial People's Committee, the Standing Committee of the Provincial People's Council pointed out that some voters' opinions and petitions were answered slowly, the content of the answers was general, some voters' opinions and petitions were only summarized in the directive documents and assigned to this or that department, but did not answer the main points of voters' opinions.
On the morning of December 5, the Standing Committee of the Provincial People's Council organized the review of a number of contents submitted to the 12th session of the 17th Provincial People's Council, term 2016 - 2021.

There is still a delay in responding to voters' petitions.
Reviewing the report on the results of handling voters' opinions and recommendations before, during and after the 9th session of the 17th Provincial People's Council, term 2016 - 2021, the Standing Committee and the Provincial People's Council Committees all affirmed that the Provincial People's Committee has been more responsible and thorough in directing departments and branches to receive, handle and respond to voters' opinions and recommendations.
However, some opinions at the review also pointed out the situation where some opinions and recommendations of voters have not been thoroughly answered by the authorities, with clear time, clear solutions and clear results of whether or not they have been resolved.
Deputy Head of the Economic - Budget Committee of the Provincial People's Council Dang Quang Hong presented a proposal from voters of Nghi Yen commune (Nghi Loc district) requesting the Provincial People's Committee to soon have a solution to relocate households near the Solid Waste Treatment Complex.
However, up to now, there are still 4 households that have not received compensation and 76 households living near the complex are in the process of implementing compensation procedures. Therefore, it is recommended that the Provincial People's Committee continue to monitor and promptly and thoroughly resolve the issue to ensure stable lives for the households.

Or the resolution of voters' petitions related to many traffic routes, bridges, and culverts that are degraded, damaged, or under construction, affecting people's lives, is being slowly resolved.
Propose that the Provincial People's Committee continue to consider and allocate capital to repair and upgrade damaged roads in order of priority.
Regarding the shortcomings in the management of apartment buildings in the province, the delegate said that this is an issue that voters have repeatedly petitioned. The Provincial People's Council has also conducted questioning at meetings, organized thematic supervision, and the Provincial People's Committee has also conducted comprehensive inspections, thereby identifying violations in the management and use of maintenance funds and the establishment of apartment building management boards,... but so far they have not been resolved.

Explaining this issue, Director of the Department of Construction Nguyen Truong Giang affirmed that the Department is monitoring and urging investors of apartment projects to overcome existing problems; however, it takes time and a roadmap.
Regarding voters' opinions and recommendations in the field of culture and society, Deputy Head of the Culture and Social Committee of the Provincial People's Council Hoang Lan said that, after examining the response to the resolution of voters' recommendations by the Provincial People's Committee, the Culture and Social Committee of the Provincial People's Council agreed with the results of the response to 21 opinions and requested the Provincial People's Committee to supplement and clarify the resolution of 10 opinions.

Need more responsibility in handling voters' petitions
Concluding this content, Vice Chairwoman of the Provincial People's Council Cao Thi Hien emphasized: Thoroughly and effectively resolving voters' opinions and recommendations is very important, contributing to stabilizing the general situation and promoting socio-economic development in the province.
Therefore, this work has recently been a concern of the Standing Committee and the Provincial People's Council Committees, innovating from the stage of receiving, synthesizing and closely following the departments and branches to urge solutions associated with information and responses to voters.
The Vice Chairman of the Provincial People's Council also highly appreciated the higher concentration of the Provincial People's Committee and departments and branches in resolving voters' opinions and recommendations; however, there are still some opinions that are slow to respond, the content of the responses is general, there are opinions and recommendations that voters have only summarized in the directive documents and assigned to this or that department or branch, but do not respond to the main points of voters' opinions.
On the other hand, there are some voters' recommendations that have not been completely resolved because they involve the authority and responsibility of many sectors, and each sector only resolves them within its own scope, without coordination.

In addition to addressing voters' opinions and recommendations, Vice Chairwoman of the Provincial People's Council Cao Thi Hien also said that the implementation of conclusions, notifications and recommendations through questioning activities at meetings and supervision of the Provincial People's Council related to the management of urban land projects, environmental pollution, policies for mountainous and ethnic areas, and cultural and social fields is slow or has not been resolved.
From the above practices, it is recommended that the Provincial People's Committee and departments and branches need to be more concerned and responsible in order to have better quality in resolving and responding to voters' opinions and recommendations as well as implementing the conclusions and recommendations after questioning and supervision by the Provincial People's Council.
