Responding to the petition of voters of Quynh Luu district on the issue of dredging the channel of Lach Quen fishing port

Voters in Tien Thuy commune, Quynh Luu district reported that the channel of Lach Quen fishing port is small and is being silted up, making it difficult for boats to enter and exit the channel. Voters requested that dredging be carried out soon to facilitate the entry and exit of boats.

Regarding this issue, the competent authority responded as follows:

- Lach Quen fishing port is a large fishing port located in the area of ​​Quynh Thuan and Tien Thuy communes, Quynh Luu district and is a port with a large volume of fishing vessels regularly entering and exiting.

In the period of 2019-2024, the Department of Agriculture and Rural Development is the investor of the project: Construction of fisheries service infrastructure at Lach Quen according to Resolution No. 35/NQ-HDND dated December 12, 2019 of the Provincial People's Council. The project will end on December 31, 2024, including the dredging of the wharf in front of the shipping channel with a length of about 3,500m and the turning basins in front, so it basically meets the requirements of ships entering and exiting the port.

- Currently, Lach Quen bridge (KM27+196) invested by the Project Management Board (Department of Transport) is under construction and has not been completed. The riverbed in the construction area (from pillar T4 to elevation -2.5m) and the riverbed (from pillar T6 to pillar T7) and obstacles on the channel have not been cleared and there are times when boats and ships are still hindered from entering and exiting.

In addition, the un-dredged sections are being filled up, especially from the foot of Lach Quen bridge to the mouth of the creek, boats entering and leaving the creek must wait for the tide to be high enough to operate. The Department of Agriculture and Rural Development has grasped the reality and accepted this content.

On the other hand, the situation of siltation at the 6 estuaries of Lach Hoi, Lach Lo, Lach Van, Lach Quen, Lach Thoi, Lach Con has recently become increasingly serious.

Characteristics of Lach Quen estuary: inland flow from Mo River, small basin, weak flow, not enough to push sand and alluvium out to sea, so the silting of the channel occurs frequently and is increasingly serious.

According to new regulations in Decree No. 57/2024/ND-CP dated May 20, 2024 of the Government on management of dredging activities in seaport waters and inland waterway waters, the Department of Transport is the presiding unit.

To ensure fishing and seafood exploitation activities, the Department of Agriculture and Rural Development will coordinate with the Department of Transport to survey and specifically evaluate the proposal for the Provincial People's Committee and Provincial People's Council to consider and study the dredging of waterways, as well as solutions to prevent sedimentation in the coming time, to ensure the operation of fishing vessels as well as other commercial activities in this area, in accordance with State regulations on the management of dredging activities in seaport waters and inland waterway waters.
