Responding to Nam Dan voters' petition on investment in construction of items belonging to Nam Dan culvert project
Voters in Sao Nam hamlet, Xuan Hoa commune, Nam Dan district proposed to soon allocate funds to invest in building the remaining part of the Nam Dan 2 culvert project. The project has been under construction for more than 13 years but the road for the people has not been completed, there is only a dirt road so the traffic for the people of Xuan Hoa commune and Nam Dan town is very difficult.
Regarding this issue, the competent authority responded as follows:
The project to upgrade and expand Nam Dan sluice and canal system, phase 1 - Construction of new Nam Dan sluice, Nghe An province was approved by the Ministry of Agriculture and Rural Development for investment in Decision No. 3060/QD-BNN-XD dated October 7, 2008; adjusted in Decisions: No. 400/QD-BNN-XD dated February 22, 2010; No. 4753/QD-BNN-XD dated November 20, 2017.

The project is invested by the Department of Agriculture and Rural Development; with a total investment of 651.4 billion VND, of which:
- The Central Budget capital managed by the Ministry of Agriculture and Rural Development is 566.7 billion VND, including:
+ Government Bond Capital 536.7 billion VND: Investment in basic construction to complete the cluster of key works, pumping station, upstream canal, traffic bridge across National Highway 46, part of the downstream canal, management building, power lines and other related costs.
+ State budget capital for the period 2016-2020 is 30 billion VND: Investing in completing the traffic bridge on National Highway 46, digging the downstream canal and other related costs.
- The local budget capital managed by the People's Committee of Nghe An province is 84.7 billion VND: Investment in construction to complete the remaining items of the project and additional compensation and resettlement support costs. The People's Committee of Nghe An province is responsible for arranging the local budget to implement investment to complete the remaining items of the project according to the commitment in Document No. 5160/UBND-NL dated July 12, 2017.
Up to now, the Central Budget has provided enough capital for the project, the local Budget has been arranged by the People's Committee of Nghe An province with 4.5 billion VND to carry out compensation and site clearance work.
The amount of local budget capital not yet allocated to implement the remaining items of the project is 79.2 billion VND.
Currently, due to insufficient funding, some items such as the management and operation roads on both sides of the downstream canal have not been constructed.
However, up to now, the remaining funding has not been supported, so the remaining items of the project cannot be implemented yet.
Currently, the Nam Dan Sluice Project Management Board (Nam Dan Irrigation Company Limited) is submitting to the Ministry of Agriculture and Rural Development for final settlement according to regulations of the project funding portion provided by the Ministry.
To ensure the safety of local people traveling in this area, especially during the rainy season when river and canal water rise and flood the roads and canal banks; we respectfully request the Provincial People's Committee to consider allocating funds for the unit to implement the remaining construction items, meeting the voters' wishes.
