Who does not have to pay tuition fees, is exempted from tuition fees, has tuition fees reduced, or is supported with study costs in the 2019-2020 school year?

Decree 86/2015/ND-CP amended and supplemented by Decree 145/2018/ND-CP and Joint Circular 09/2016/TTLT-BGDĐT-BTC-BLDTBXH guiding the implementation of Decree 86/2015/ND-CP.

Accordingly, subjects that do not have to pay tuition fees include:

Public elementary school students;

Full-time students majoring in pedagogy studying at public vocational and higher education institutions, according to the State's training quotas;

Students studying specialized majors that meet the requirements of socio-economic development, national defense and security as prescribed by the Law on Higher Education.

Tuition exemption subjects include:

People with revolutionary contributions and relatives of people with revolutionary contributionsAccording to the Ordinance on Preferential Treatment for People with Revolutionary Contributions, consolidated in Document No. 01/VBHN-VPQH dated July 30, 2012 of the Office of the National Assembly. Specifically:

Preschool children and students with disabilitiesbelong to poor or near-poor households according to regulations of the Prime Minister;

Preschool and primary school children whose parents are pooras prescribed by the Prime Minister;

Preschool and primary school childrenis the child of non-commissioned officers and soldiers, soldiers serving a limited term in the people's armed forces.

Students, undergraduate students(including students selected for vocational boarding with a training period of 3 months or more);

Boarding school students for ethnic minorities, college preparatory school, college preparatory department;

Students studying at vocational training institutionsand higher education for ethnic minorities from poor and near-poor households according to regulations of the Prime Minister;

Students majoring in Marxism-Leninismand Ho Chi Minh Thought;

Students, university students, trainees studying one of the following majors: Tuberculosis, Leprosy, Psychiatry,Forensic examination, Forensic psychiatry and Pathology at public health human resource training facilities, according to State training targets;

Ethnic minority students are very few in number.in areas with difficult or especially difficult socio-economic conditions.

College and university students, graduate students, and postgraduate studentsstudy majors in the field of nuclear energy;

Junior high school graduates continue to study at intermediate level(including junior high school graduates who continue to study at vocational and professional secondary levels);

Students at intermediate and college levels, for industries and professions that are difficult to recruitBut society has needs according to the list prescribed by the head of the central state management agency of vocational education;

People studying specialized fields and professionsmeet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Vocational Education. Specialized majors are issued by competent State agencies;

Children studying in 5-year-old kindergarten in areas with especially difficult socio-economic conditionshave parents or have a father or mother or have a caregiver for children or children permanently residing in communes or villages with special difficulties in ethnic minority and mountainous areas, communes with special difficulties in coastal areas and islands according to regulations of the Prime Minister and competent authorities.

Students study traditional and specialized arts in public and non-public cultural and art schools.

Students majoring in royal court music, opera, classical drama, reformed opera, dance, circus; some arduous, toxic, and dangerous occupations in vocational education. The list of arduous, toxic, and dangerous occupations is regulated by the Ministry of Labor, War Invalids, and Social Affairs;

Preschool children and pupils and students who are ethnic minorities (not very small ethnic minorities) in areas with particularly difficult socio-economic conditions as prescribed by competent authorities.

Subjects eligible for 50% tuition reduction include:

Preschool children and students who are children of officials, workers, or civil servants whose father or mother has had a work-related accident or occupational disease are entitled to regular allowances;

Preschool children and primary school students whose parents are from near-poor households according to regulations of the Prime Minister.
