In the context that this year we have to update the new situation, so the documents to prepare for collecting public opinions were prepared quite urgently. Therefore, many opinions said that the time for collecting public opinions should not be long compared to previous Congresses. Drawing experience for the next Congresses, opinions hope that the time for collecting public opinions should be longer to have time for more thorough and in-depth research.

Anti-corruption, improving the Party's leadership and governing capacity
This is the content that many delegates contributed their opinions on. Some opinions said that the work of fighting against corruption has been stated quite fully in the draft report in the spirit of determination and perseverance. However, it is necessary to delve into the origin of the phenomenon of corruption and waste, which is bureaucracy. Bureaucracy produces arbitrariness, authoritarianism, subjectivity, voluntarism, and privilege. Therefore, to fight corruption at its root, it is necessary to fight bureaucracy. In the fight against corruption, it is necessary to resolutely handle major corruption cases, but not to underestimate petty corruption.
Many opinions say that petty corruption causes pain in people's daily lives and their trust in the Party and State.
There are suggestions that it is necessary to continue to promptly and decisively handle a number of corruption cases, avoiding prolonging them and affecting the motivation of officials and civil servants. Continue to improve the organization of the State management apparatus at all levels, from the central to local levels, to ensure streamlining, effectiveness, efficiency, and suitability to the requirements of socio-economic development in the new period.
Some opinions emphasized the content of regularly perfecting Party committees at all levels, continuing to set examples of the Central Executive Committee, key leaders, especially the Politburo, the Secretariat, and Party cell secretaries; Resolutely eliminating unqualified cadres; Need to affirm the Party's ruling role in the draft; Quickly institutionalize and concretize laws on the Party's leadership role and activities; Strengthen the people's supervisory role and effectively implement measures for people to participate in Party and State building; Supplement and perfect the legal mechanism on the people's right to inspect and supervise Party and State agencies; Innovating the Party's leadership method requires specific documents to clarify the Party's leadership mechanism and the Party - State - People relationship to ensure the balance of elements in the common development.
Most opinions suggested that it is necessary to make a more frank assessment of the work of cadres, especially the work of managing, evaluating and supervising cadres and party members in positions. Emphasize more on the work of managing cadres and party members; point out loopholes, inadequacies, shortcomings and defects in the work of managing cadres. This is one of the biggest limitations, and also one of the causes leading to the degeneration, degeneration and violation of the law by leading cadres.
There are opinions suggesting that the phrase "no forbidden zones" should not be used in corruption prevention and control, because it can easily be misunderstood as admitting that "there used to be forbidden zones"; There should be a separate section to evaluate the results of the fight against corruption; "power control" should be separated into a separate content for more clarity; at the same time, expand and improve the quality of detection, investigation, handling and recovery of corrupt assets.
Specify the role of the Party as both leader and member organization of the Front.
Some opinions said that the draft document should emphasize the core role of the Vietnam Fatherland Front in gathering, building and promoting the strength of great solidarity; implementing democracy, representing and protecting the legitimate and legal rights of the people, participating in Party and State building as stipulated in the 2013 Constitution. Enhance full awareness and promote the effectiveness and substance of the role of political alliance and voluntary association of the Vietnam Fatherland Front. Promote the role of the Vietnam Fatherland Front in people's foreign affairs activities, in order to strengthen the connection between people at home and abroad.
There are suggestions to specify more clearly the role of the Party as both the leader and a member organization of the Vietnam Fatherland Front; to set an example in fulfilling the responsibilities of a member organization. Add more orientations to perfect the legal system and policies to promote the core political role of the Fatherland Front and socio-political organizations, especially in the work of supervision and social criticism. At the same time, there should be orientations on the apparatus, staff, content and methods of operation of the Fatherland Front and socio-political organizations, and organizations with party delegations.
"What do people want from textbooks"?
Many opinions suggest that there should be a more specific assessment of education and training, which, although there has been progress, is slow compared to reality. Innovation in education and training and science has not yet become a key driving force. Documents need to clarify how education has progressed, innovated, and deepened compared to before, and what issues have not been resolved. The draft states: "The general education program and textbooks are being implemented on schedule", which is "correct but not correct".
Muchcomments on the draft reportsupplement to clarify the orientation to develop and build an "open education" and promote the nature of "What do people want from textbooks?". Education must aim at values to create generations of young, intelligent, talented, ambitious people with compassion and responsibility for society, the country and the people of Vietnam. There are many colleges and universities but the management is not centralized, making the transfer process difficult. The draft needs to add the assessment content: "State management, especially the management of the college and university system, is still scattered".
There are concerns about the imbalance in vocational education leading to an increase in unemployment among workers trained at university and college levels. It is recommended to report more clearly on the effectiveness of solutions to solve employment and vocational education, especially the quality of training for highly skilled workers and skilled technical workers./.
