Pursuant to Directive 35 of the Politburo and according to Part 9, Section III of Instruction 26-HD/BTCTW of the Central Organizing Committee, the standing committees of the Party committees directly under the Central Committee carry out the following personnel-related work for the congress:

1 - Develop implementation plans at one's level; regulate, guide, and inspect the work of preparing Party Committee personnel, the time for holding congresses, and assign standing committee members and Party Committee members to monitor and direct congresses of lower-level Party Committees.

2 - Focus on the leadership and direction of Party committees to prepare well for Party congresses at all levels, in which, pay special attention to Party committees in localities where there is a complicated situation regarding security and order; internal disunity or there are cases or incidents being investigated, prosecuted, or in the process of inspection, examination, or audit related to local officials, agencies, and units that the public, Party members, and people are interested in. The Standing Committee of the Party Committee at higher levels needs to focus on leading and directing the competent authorities to conclude and decisively handle officials with violations and shortcomings.

In places where it is too difficult and personnel-related issues cannot be completely resolved, if approved by the competent higher-level Party Committee, a congress will be held with three contents, without electing a new Party Committee; the Standing Committee of the Party Committee needs to consider this matter carefully before proposing.

3 - For Party organizations abroad, follow the Party Charter, relevant current regulations and instructions of competent superior Party committees.

4 - In case of personnel discussion, if the opinion of the Standing Committee of the Party Committee is different from the vote of the Party Committee, the Standing Committee of the Party Committee must report and ask for the opinion of the competent higher-level Party Committee; if the competent higher-level Party Committee has a direction different from the vote of the Party Committee, a meeting of the Executive Committee must be convened to discuss, receive and explain the direction of the competent higher-level Party Committee and complete the personnel plan to submit to the congress.

5 - Based on the voting results of the Party Committee conference, the Standing Committee of the Party Committee directly under the Central Committee reports to the Politburo (through the Central Organizing Committee) on personnel preparation. The report must clarify and carefully analyze: Structure, area, and field of work; structure of 3 age groups, rate of Party Committee renewal; rate of young cadres, female cadres, and ethnic minority cadres according to regulations; personnel expected to be introduced to participate in the Party Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, and Chairman of the Inspection Committee of the Party Committee for the 2020-2025 term; plan to perfect the leadership personnel of State agencies for the 2016-2021 term immediately after the end of the congress; expected personnel for the leadership of the People's Council, People's Committee, Head and Deputy Head of the National Assembly Delegation for the 2021-2026 term. If the positions of secretary and deputy secretary of the Party Committee that are introduced have a surplus, the entire list with surplus will be reported to the Politburo for consideration and comment.

Reviewing personnel planning for Party Congresses at all levels

(Baonghean) - In addition to doing a good job of preparing documents for the congress, Party committees at all levels in the province are also focusing on completing the review and supplementing the planning to prepare for the personnel work of the new term Party committees on the basis of both ensuring the correct structure and improving quality. This is an important issue that determines the success of the Congress as well as the development of the locality and unit.

Circular No. 13-TT/TU on Party Congresses at all levels issued by the Standing Committee of Nghe An Provincial Party Committee on October 28 clearly stipulates the process of introducing and selecting personnel to join the Party Committee for the first time as follows:

Step 1: Organize the first meeting of the Standing Committee of the Party Committee

Based on the criteria, conditions, structure, and quantity prescribed by the Politburo and the direction of personnel work approved by the Party Committee; based on the list of Party Committee planning for the 2020-2025 term, the leadership positions of State agencies for the 2021-2026 term and socio-political organizations (according to the term of each organization), the Standing Committee of the District, City, Town Party Committee and the Party Committee directly under the Provincial Party Committee, the Standing Committee of the Commune Party Committee shall review and evaluate each case and consider and approve the expected list of personnel in the planning who meet the criteria and conditions to participate in the Party Committee, the Standing Committee of the Party Committee and the leadership positions of the Party Committee according to regulations to get opinions and recommendations at the conference of key cadres.

Step 2: Organize a conference of key staff to get recommendations (by secret ballot)according to the personnel list reviewed and approved by the standing committee meeting at Step 1 (the meeting is held when at least 2/3 of the summoned people are present).

About ingredients:

In the Party Committee of the block directly under the Provincial Party Committee, there are comrades in the Party Executive Committee; heads and deputy heads of departments and equivalent; secretaries and deputy secretaries of the Party Committees directly under the block and heads of mass organizations of the Party Committee of the block.

At the district level are comrades in the Party Executive Committee; heads of departments, boards and equivalent; presidents of the Fatherland Front and heads of organizations and unions at the same level; party secretaries, chairmen of People's Councils, chairmen of People's Committees of communes, wards and towns; secretaries and heads of affiliated units.

For communes, wards and towns, these are comrades in the Party Executive Committee; heads and deputy heads of the Fatherland Front and commune-level mass organizations; Party cell secretaries directly under the Party Committee.

Principles of introduction and selection:

Each member is introduced not exceeding the structure and number of positions as prescribed and considers, selects, and introduces personnel from the list approved by the standing committee meeting of the Party Committee in Step 1 or can introduce other personnel but must ensure sufficient standards and conditions as prescribed.

The selected and introduced personnel must have an approval rate of 30% or more of the total number of delegates present and be selected from top to bottom to reach the required number according to regulations.(including the remaining 10 - 15% compared to the total number of Party Committee members allocated according to regulations).

In case there are many people with the same number of votes at the end of the recommendation list, all the recommended comrades will be included in the list for recommendation in the next step.

Step 3: Organize the Party Executive Committee Conference (first time)

Based on the structure, quantity, standards, and conditions allocated by the Politburo and the direction of personnel work approved by the Party Committee; on the basis of the results of personnel introduction in Step 2, the Party Executive Committee of the district, city, town Party Committee and the Party Committee directly under the Provincial Party Committee will discuss and introduce personnel by secret ballot.

Principles of introduction and selection:

Each member is introduced not exceeding the structure and number of positions as prescribed and considers, selects, and introduces personnel from the list introduced by the key staff conference in Step 2 or can introduce other personnel but must ensure sufficient standards and conditions as prescribed.

The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates present and be selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations).

In case there are many people with the same number of votes at the end of the recommendation list, all the recommended comrades will be included in the list for recommendation in the next step.

Step 4: Conduct a personnel survey and organize a meeting of the Party Standing Committee (2nd time)

The Standing Committee of the Party Committee and the Personnel Subcommittee conduct a survey and assessment of the qualities, ethics, lifestyle and prestige; capacity, achievements and outstanding work products of the personnel introduced in Step 3 at the workplace, relevant agencies and the grassroots Party Committee where they reside (based on the actual situation in the locality, agency, unit, the Standing Committee of the Party Committee and the Personnel Subcommittee determine the personnel and specific survey methods).

Based on the results of the personnel introduction in Step 3 and the results of the personnel survey (if any), the Standing Committee of the Party Committee considers and votes to approve the list of personnel participating in the new Party Committee term to get opinions for introduction at the Party Executive Committee conference (2nd time).

Principles of introduction and selection:

Each member is introduced not exceeding the structure and number of positions as prescribed and considered, selected, and introduced personnel from the list introduced by the executive committee meeting in Step 3.

The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates convened and selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations). In case there are many people with the same number of votes at the end of the recommended list, all the recommended comrades will be included in the list for introduction in the next step.

Step 5: Organize the Party Executive Committee Conference (2nd time)

Implementation sequence: Analyze voting results at conferences; verify and conclude newly arising issues (if any); the Party Executive Committee collectively discusses, comments, evaluates and votes to recommend personnel (by secret ballot).

Principles of introduction and selection:

Each member is introduced not exceeding the structure and number of positions as prescribed and considered, selected, and introduced personnel from the list approved by the standing committee meeting of the Party Committee in Step 4.

The selected and introduced personnel must have an approval rate of over 50% of the total number of delegates convened and taken from top to bottom to reach the required number (including the remaining 10 - 15% compared to the total number of Party Committee members allocated according to regulations).

In case at the end of the list of recommended candidates, there are 2 or more people with the same number of votes, the selection of the candidate will be directly chosen by the head of the Party Committee (the vote counting results will be announced at the conference).
