People working in the cadre sector must be transparent, honest and fair.
That was the direction of General Secretary Nguyen Phu Trong in his speech at the 2016 Conference of the Party Building and Organization Sector at the Party Central Headquarters this morning, March 26.

Complete all assigned political tasks
The report at the Conference said that in 2015 and the past term, the entire Party Organization and Building Sector closely followed the Resolution of the 11th Party Congress and the resolutions of the Central Executive Committee; implemented and completed a large volume of work; advised the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels on Party building and political system building.
Last year, the Party Organization and Building Sector presided over the implementation of 21/21 contents in the Working Program of the entire term of the 11th Central Executive Committee; completed 100% of the projects and tasks assigned by the Politburo, the Secretariat, and Party committees at all levels in 2015. The process of organizing the implementation of Resolution 4 of the 11th Central Committee (11th tenure) "Some urgent issues on Party building at present" contributed to creating positive changes in the political system, contributing to alerting, warning, deterring, gradually preventing and repelling negativity and degradation in the Party; at the same time, overcoming a number of limitations and shortcomings in personnel work and in implementing the principles of Party organization and activities, especially the principle of democratic centralism.
The work of planning, training, fostering, mobilizing and rotating leaders and managers at all levels has had new positive changes. Continuing to implement the planning of the Central Executive Committee, Politburo, and Secretariat of the 12th tenure; mobilizing and rotating a large number of leaders and managers at all levels; the comrades elected to the Central Executive Committee, Politburo, and Secretariat of the 12th tenure and most of the comrades at the Party Committee levels are included in the planning and have been trained and fostered.
The sector continues to concretize viewpoints on personnel work and implement the principle of democratic centralism; advise on promulgating and strictly implementing the Party's election regulations; Regulations on taking votes of confidence for cadres... contributing to promoting democracy along with strengthening discipline and order in the Party and improving the quality of cadres at all levels.
The sector proactively advises, guides, and inspects the preparation and successful organization of Party Congresses at all levels, especially the 12th National Party Congress. The work of building and consolidating grassroots Party organizations, improving the quality of Party members in conjunction with building the political system at the grassroots level continues to receive attention from Party committees and Party organizations at all levels. The Party Organization and Building Sector has affirmed its advisory role to Party committees at all levels in the work of organizing Party building, building the political system, especially in personnel work and personnel management.
However, the work of Party building and organization still has limitations: In general, the organization and apparatus of the political system are still cumbersome; functions and tasks overlap, the operating mechanism still has many shortcomings; activities are not effective and efficient; staff reduction does not meet requirements; the work of evaluating cadres is still a weak link, slow to be overcome. The leadership capacity and fighting strength of some Party committees and organizations are still limited; in some places, the heads of Party committees are not really exemplary, the sense of responsibility is not promoted. A number of cadres and Party members show signs of fading ideals, degradation in political ideology, ethics, and lifestyle. The quality of the contingent of cadres, civil servants, and public employees is uneven; policies towards cadres have not met practical requirements...

Continue to strongly, comprehensively and synchronously innovate personnel work.
Speaking at the Conference, General Secretary Nguyen Phu Trong basically agreed with the content of the Report and highly appreciated the opinions expressed at the Conference. The General Secretary requested the Central Organizing Committee to absorb the opinions of the comrades attending the Conference to supplement and complete the Report and organize its implementation.
The General Secretary affirmed that the achievements of 2015 were the joint efforts of the entire Party, the entire people, and the entire political system, including contributions from Party building and organization work and cadre work.
The General Secretary said that in 2015, in addition to the regular tasks, there were also many new and difficult tasks that were carried out in a systematic, strict and effective manner. It can be said that this was also a highlight of 2015. From the work of organizing and preparing for Party Congresses at all levels to the National Party Congress. From the arrangement of the apparatus and staff to the work of cadres, including assessment, planning, rotation of cadres, training and fostering of cadres, implementation of cadre policies; from strengthening the grassroots party organization to the work of party members; the work of protecting internal politics; building regulations, working procedures, and implementation guidance documents; innovating working methods, styles, and processes. Working methods and ways of working have many innovations and improvements. Most of the big and difficult tasks are carefully prepared, thoroughly discussed, coordinated, listened attentively, achieved high consensus, and done fairly evenly, including the Party, the State, all levels, and all sectors...
The work of building grassroots party organizations has made progress, recruiting more and more party members. The work of protecting internal politics has received more attention. The work of rotating cadres has been done systematically, initially creating good discipline.
It can be affirmed that the bright spot and strong highlight of the Party building organization work in 2015 and many years ago is that the Central Organizing Committee, the organizing committees of provincial and municipal Party Committees, and the agencies in charge of personnel organization have closely coordinated with relevant agencies to advise on the preparation and successful organization of Party congresses at all levels and the 12th National Congress of the Party, which has been highly appreciated and welcomed by the entire Party and people.
On behalf of the Politburo and the Secretariat, General Secretary Nguyen Phu Trong warmly welcomed, congratulated and commended the entire Party Building and Organization sector for achieving many good results in 2015 and the past term.
However, the General Secretary emphasized, “We are not satisfied with the results that have been achieved, because in reality there are still many limitations and shortcomings, many things have not been done, public opinion is still frustrated, and the people are not at ease. Moreover, the work of Party organization and building is a very complicated and difficult field. It is extremely important, but it is difficult and complicated, because it touches people, it is human work, related to people's thoughts, feelings, and interests. How to comment and evaluate cadres? Where are they assigned? What are the policies and regimes?... Comrades who are favorable or assigned in accordance with their wishes are excited; comrades who are not in accordance with their wishes are dissatisfied, sometimes giving rise to heavy thoughts and feelings.”
The General Secretary noted, “We cannot be subjective. Currently, in public opinion, there is still talk of buying positions, buying power, buying age, buying degrees, buying regimes, buying rotations (...) The General Secretary suggested that at this Conference, comrades frankly discuss whether such things exist or not, and to what extent, to make it clear and transparent. If there is, we must correct it, learn from it; if there is not, we must also answer, clearly, must dispel that feeling, that mood; must overcome this situation...
Regarding the direction and tasks for 2016, the General Secretary noted that in the field of Party building and organization, we must continue to innovate, innovate strongly, comprehensively and synchronously, but innovation must be in the right direction, not straying from one extreme to another. The guidelines must follow the direction of the newly adopted Platform and Constitution. Democracy must continue to be promoted but there must be discipline.
Resolutely and persistently promote the implementation of the 11th Central Committee's Resolution 4 on Party building associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; create a clear change in Party building work, prevent and repel the degradation of political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party; focus on leadership and direction to innovate and improve the quality and substance of cadre organization work, focusing on cadre assessment; improve the quality of Party grassroots and Party members...
Agencies and cadres working on Party building and organization must study, thoroughly grasp and develop specific action plans and programs for 2016 and throughout the term to affirm their direct advisory role in helping Party committees at all levels successfully carry out tasks in the field of Party building and organization, building the political system as stated in the Resolution of the 12th National Party Congress and resolutions of Party congresses at all levels. In the immediate future, focus on leadership, direction, coordination to prepare and successfully organize the election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels.
The General Secretary requested to further strengthen the inspection and supervision of the implementation of policies, resolutions and conclusions of the Central Committee and Party committees at all levels on the field of Party building and organization; to advise on preliminary and final summaries of practices, especially models and new, creative and effective ways of doing things at all levels; thereby contributing to research and providing scientific and practical arguments to serve the development of projects to be submitted to the Central Committee, the Politburo and Party committees at all levels.
Research and further enhance the role and effectiveness of the advisory work of the Party Organization and Building sector on the process of cadre work, from discovery, assessment, to planning, training, fostering, rotation, transfer, arrangement, appointment, use and implementation of policies for cadres. Further strengthen the work of protecting internal politics, properly resolve the issue of political history, promote the consideration and resolution of current political issues...
According to the program, the Conference will last for 1 day, the Head of the Central Organizing Committee will give a concluding speech./.
