'Hot' issues of construction and planning in urban areas

(Baonghean.vn) - At Discussion Group No. 2, many delegates were interested in reflecting and discussing the shortcomings and obstacles in planning and construction in urban areas. Among them, there were prominent contents such as equitization of forestry farms, urban waste treatment, licensing of repairs and construction in planning areas, licensing of land mines for leveling construction projects...

Discussion group No. 2 includes delegates of the Provincial People's Council from the constituencies of Do Luong district, Thai Hoa town and Hoang Mai town. Mr. Le Dinh Ly - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs as the group leader. Attending were Mr. Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; representatives of relevant departments, branches and sectors.

Problems in urban planning and construction

Regarding this content, the delegate of the People's Council of Thai Hoa town pointed out the unfinished equitization of forestry farms in many localities, including Thai Hoa, and requested the Provincial People's Committee and all levels of branches to speed up the progress to avoid wasting land funds and revenue for the locality and the state. In addition, the delegate of Group 2 also reflected that public investment sources and investment attraction at the district level are currently very difficult, hoping that the Provincial People's Council and all levels of branches will have more support mechanisms for the district level in investment and investment attraction.

In investment and construction at the district level, there are still difficulties in finding land sources for filling construction projects, due to difficulties in finding and licensing land mines. "I think the policy of using sand from dredging waterways, seaports, and dams to fill construction sites is feasible. I suggest that all levels and sectors study the policy to solve the difficulties for the above problem" - delegate Pham Tuan Vinh, Thai Hoa Town unit said.

Delegates of Hoang Mai Town reflected on the inadequacies in land acquisition and clearance and the deterioration of households in the Dong Hoi Industrial Park planning area; people want to repair and rebuild their houses but have not been able to do so yet. The town hopes that the relevant authorities will provide guidance and support to resolve the issue.

Regarding the issue of construction in urban areas, the delegates of discussion group No. 2 also suggested that all levels and sectors should pay attention to investing and installing factories with more modern waste treatment technology, as currently only landfill solutions are applied, causing soil and water pollution. In addition, it is necessary to solve the need for clean water supply in rural areas to overcome the situation of drought or flood, both of which are water shortages.

Step by step to overcome difficulties

Responding to the delegates' opinions on difficulties in urban planning and construction, Mr. Chu Anh Tuan - Deputy Director of the Department of Construction said that regarding the need to repair and build houses for some households in the planning of Dong Hoi Industrial Park in Hoang Mai Town, the locality needs to proactively apply the regulations in Decision 54/UBND in 2016 of the Provincial People's Committee. In which, the responsibility to determine which areas are granted temporary construction permits belongs to the District People's Committee in coordination with the Management Board of the Southeast Economic Zone to discuss and advise the District People's Committee to grant permits. The renovation of works here also has a basis for implementation, it is possible to renovate and build up to 2 floors but should apply permission to renovate and repair according to the actual situation.

Regarding waste treatment, Nghe An is applying two methods: landfill and incineration. Currently, the Department of Construction is also researching and proposing inter-district and inter-regional treatment options, but according to the Planning Law, it is necessary to wait for the addition to the provincial regional planning before it can be implemented.

Regarding this content, Mr. Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee also said that the current difficulty is not finding and agreeing on effective treatment technology, although there have been 6 projects applying for investment licenses to treat waste in Nghe An.

Explaining the issue of equitization of forestry farms, Mr. Le Hong Vinh said that there are still many problems, because in reality, many areas of land in forestry farms have been encroached upon, making it difficult to recover. It is necessary to do it step by step, removing each part to avoid making things more and more difficult.

Regarding the proposal to allow the use of sand and soil from dredging channels to level the ground for construction projects, a representative of the Department of Natural Resources and Environment said that the department is currently researching and consulting with competent authorities to implement this direction.

The Director of the Department of Home Affairs also responded to some of the issues that delegates had reflected on the streamlining of staff, the proposal to restore the title of commune-level veterinary officer and the support regime for village, hamlet and commune officials. Concluding the discussion session at Group 2, Mr. Le Dinh Ly acknowledged and accepted 13 opinions, recommendations and discussions of the delegates to submit to the next working session of the Provincial People's Council.
