Focusing on monitoring and controlling the area, the detectives determined that a drug retail trading center was forming here, led by two individuals, Kha Bun Than and Kha Van Thi.
However, with extremely sophisticated and cunning methods and tricks, although the detectives of Ky Son District Police repeatedly organized to arrest Kha Bun Than and Kha Van Thi, they were unsuccessful. In order to synchronously deploy professional measures, the leaders of Ky Son District Police directed the establishment of a Special Task Force, consisting of experienced officers and soldiers, to investigate, clarify, and quickly eliminate this complex drug retail trading spot.

In fact, Kha Bun Than and Kha Van Thi are two drug addicts in the area, who have long been on the radar of the district police. Than is Thi’s brother-in-law and married to her biological sister. Kha Bun Than and his wife are blacksmiths and have 7 children; they are one of the well-off families in Noong O village. Under the guise of being blacksmiths, Kha Bun Than took advantage of the fact that many people often came in and out of the family to order knives, hoes, shovels, etc. to conceal his drug trafficking.
While Than sold drugs, Thi acted as a "pilot" and searched for customers to buy drugs for his brother-in-law to sell. If the customers were familiar, they often conducted the transaction right at Than's house; if it was a stranger, they often arranged the transaction location deep in the forest.
Kha Bun Than and Kha Van Thi operated with very secretive and professional methods and tricks, causing many difficulties for the Ky Son District Police force in investigating and arresting them.
In addition, because Noong O village is located far from the center of Huu Lap commune, the way to the village is only one road, so if a stranger enters the village, the villagers will quickly notify each other, which can easily cause "alarm bells to ring".
Therefore, the members of the Task Force had to break into the village at 1 or 2 a.m., patiently enduring hardships in the forest for several days, waiting for the right opportunity to solve the case.

At around 4:00 p.m. on April 3, 2020, at an abandoned house in Noong O village, Huu Lap commune, Ky Son district, while the subjects were conducting a drug transaction, the Special Case Committee (Ky Son District Police) coordinated with Huu Lap Commune Police to successfully break the Special Case, arresting two subjects Kha Bun Than (born in 1966) and Kha Van Thi (born in 1976), both residing in Noong O village, Huu Lap commune, Ky Son district for the act of illegal drug trafficking.
At the scene, 1,600 synthetic drug pills, 7 grams of heroin, 2 detonators, 6 sports bullets, 1 sharp knife and a number of other exhibits were seized.
During the arrest, Kha Bun Than and Kha Van Thi fought back fiercely. Notably, while restraining Kha Van Thi, Sergeant Vi Van Tuyen, a police officer of Ky Son district, was injured in the hand by this subject.
Currently, the Criminal Investigation Agency of Ky Son District Police is temporarily detaining Than and Thi; at the same time, completing the case file to handle the subjects according to the provisions of law.
