The Ministry of Public Security's Investigation Police Agency has issued a temporary detention order for suspect Trinh Xuan Thanh (51 years old, former Chairman of the Board of Directors of Vietnam Petroleum Construction Joint Stock Corporation - PVC, former Vice Chairman of Hau Giang Provincial People's Committee). A week ago, on July 31, the Ministry of Public Security announced that Mr. Thanh had "surrendered himself to the Criminal Investigation Agency (Ministry of Public Security)" after 10 months of evading an international arrest warrant.
Mr. Thanh is being prosecuted for intentionally violating state regulations on economic management causing serious consequences and embezzlement of property.He was accused of being primarily responsible for the loss of nearly VND3,300 billion at PVC during the period 2007-2013.
On the evening of August 3, Mr. Trinh Xuan Thanh appeared on VTV1 and said that he "realized that he had done very rash things and had not thought carefully" and "needed to come back to face the truth".
The image of Mr. Trinh Xuan Thanh being interviewed appeared right after Foreign Ministry spokesperson Le Thi Thu Hang responded to domestic and international media that "Vietnam deeply regrets" the information that the German Foreign Ministry accused "the kidnapping of Mr. Trinh Xuan Thanh"..
A day earlier, many major international news agencies quoted the German Foreign Ministry as saying that "Vietnamese agencies and embassies were involved in the kidnapping of Trinh Xuan Thanh on German soil", "violating German and international law".
Mr. Trinh Xuan Thanh has been internationally wanted by the Ministry of Public Security since September 2016.
The Trinh Xuan Thanh case was identified by the Central Steering Committee on Anti-Corruption in Vietnam as one of the major cases of 2016-2017. 10 people involved were arrested, including 4 former leaders of PVC.
Mr. Nguyen Anh Thom (Hanoi Bar Association) said that, in principle, when a criminal surrenders to any police agency, that unit will receive him and be responsible for immediately notifying the investigation agency or the prosecutor's office. When receiving a criminal, the investigation agency will issue a decision to resume the investigation and notify the previous wanted agency to issue a decision to suspend the wanted person. Trinh Xuan Thanh is accused of committing a very serious crime and must be detained for no more than 4 months. After this period, if more time is needed for investigation, the police agency must submit a written request to the prosecutor to extend the detention. |
