Mr. Vu Mao talks about the case of appointing a 26-year-old Deputy Director
“We always support the promotion of young, talented cadres, but those cadres must have a training process to mature and be trusted.”
Recently, public opinion has been particularly interested in the appointment of Mr. Vu Minh Hoang (26 years old) at the Southwest Steering Committee. Within just 12 months of being accepted to work, Mr. Hoang was appointed to the position of Deputy Director of the Economic Department, and then was "asked" by Can Tho City to return and hold the position of Deputy Director of the Can Tho Investment - Trade Promotion and Exhibition Center.

One special thing is that many officers and employees in the new unit under the management of Can Tho City People's Committee and even in the old unit, the Southwest Steering Committee, do not know who this Deputy Director is. Because Mr. Hoang continuously goes abroad to study and research.
Deputy Prime Minister Vuong Dinh Hue has requested the Southwest Steering Committee to inspect and report on the recruitment, appointment, and job transfer process for Mr. Vu Minh Hoang.
According to Mr. Vu Mao, in this case, there should be no rush but a calm and thorough consideration to reach a clear conclusion. Given the public opinion on personnel work, especially after the Trinh Xuan Thanh case, problematic appointments need to be clarified so that they "do not sink". Talking to VOV, Mr. Vu Mao - former Head of the National Assembly Office said that the appointment of personnel in this case was not according to the procedure. Because Mr. Vu Minh Hoang is a newly graduated student, recruited by the Southwest Steering Committee without going through an exam or through the Selection Council, and not through the examination according to the personnel recruitment process.
In addition, it is necessary to review the content and procedures of personnel work in order to amend and supplement the system of legal documents in the direction of more specific and clear regulations.
Expressing his support for the promotion of young and talented cadres, the former Head of the National Assembly Office cited that the Party's first General Secretaries were all very young, 26-30 years old; or that cadres during the August Revolution were only 20-25-30 years old. He himself joined the Quang Ninh Provincial Party Committee when he was only 32 years old. However, the above cadres all had a long history of experience and working at the grassroots level, so they were mature and trusted.
“We always support the promotion of young, talented cadres – they are the pride of the Party and the country. But those cadres must have a training process to gain the trust of the people and Party members” – Mr. Vu Mao noted and said that if Mr. Vu Minh Hoang was cared for and trained, first implementing the Party and State’s policy of sending university graduates to work as Chairman and Vice Chairman of communes in the Southwest for 2-3 years to mature before continuing to promote to higher positions, it would be reasonable.
“I think this way of training cadres is necessary and that is also the lesson we need to learn. We should not just criticize but also develop a way to train young cadres” – the former Deputy Head of the National Assembly Office emphasized./.
