Oxfam Vietnam emphasizes 4 issues when implementing 'people rating the government'

(Baonghean.vn) - That was the main content presented at the working program between the Provincial People's Council Standing Committee and Oxfam Vietnam regarding the implementation of the project "People score the government - M-Score", on the afternoon of August 23.

At the meeting, Oxfam Vietnam representative, Ms. Nguyen Le Hoa, highly appreciated the caution and efforts of the Provincial People's Council Standing Committee; thereby, they thoroughly studied this project, and directly surveyed the implementation in Quang Tri province, before deciding to implement the project in Nghe An.

This is an important step to ensure that the project when implemented in Nghe An is effective, contributing to promoting the socio-economic development of the province.

Ms. Nguyen Le Hoa also gave 4 requirements that need attention during the project implementation process: Prioritizing the importance of project communication so that people can understand and participate; Building infrastructure and arranging staff to design technical systems to collect information; Analyzing and information systems; Reporting, processing and sharing information, ensuring publicity and transparency, but not creating information interference.

The project "People score M-Score" has been piloted by Oxfam Vietnam and has had initial success in the two provinces of Quang Binh and Quang Tri.

The project's objective is to establish a mechanism for people and businesses to provide feedback, evaluation, and scoring on the quality of administrative procedure implementation and service spirit of officials and civil servants in state agencies at all levels, especially in "one-stop" departments at all levels and sectors.

This is an objective tool to help people evaluate and provide feedback on the quality of public services; thereby helping provincial and district leaders and public service providers to adjust and improve quality, increase transparency and accountability of administrative agencies to the people, reduce the costs people pay for public administrative services, especially unofficial costs; improve the effectiveness and efficiency of the Provincial People's Council's supervision of State activities as well as the spirit, attitude and responsibility of cadres and civil servants.

Based on listening to the opinions of the members of the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong said: In order for the project to be gradually implemented closely and effectively, in the beginning, the Standing Committee of the Provincial People's Council will conduct public consultation on the implementation of administrative procedures at the "one-stop" department in districts, cities and towns across the province, especially focusing on the two areas of land management and basic construction.

Mr. Hoang Viet Duong also requested Oxfam Vietnam to clarify the basic principles, procedures, steps and implementation plan for a smooth implementation process.

The Vice Chairman of the Provincial People's Council also emphasized the need to pay attention to training and propaganda, first of all, for officials and civil servants of government agencies, especially the "one-stop" department and for people to understand the project; contributing to improving the quality of people's participation in supervising officials and civil servants; thereby raising the awareness and responsibility of officials and civil servants in serving people and businesses...
