Duc Chau commune was established on the basis of merging 4 communes (Dien Hong, Dien Phong, Dien Van, Dien Ky), with a total natural area of ​​20.97 km2, a population of 40,899 people living in 27 villages/blocks/hamlets. The commune Party Committee was established under Decision No. 3589-QD/TU dated June 18, 2025 of Nghe An Provincial Party Committee, with a total of 52 Party cells (including 27 Party cells in rural areas; 25 Party cells in agencies, units, and schools) and 1,582 Party members.

The total agricultural land area is 987 hectares, of which rice land is 543 hectares, colored land is 312 hectares, aquaculture is 132 hectares. Grain food output remains stable, averaging over 5,260 tons/year. Livestock continues to develop in the direction of farms with disease control, food safety, and environmental sanitation. In the past, despite complicated weather and disease developments, the total herd of buffaloes and cows reached 941 heads; pigs reached 4,958 heads; and poultry 214,633 heads. Aquaculture is structured towards increasing the proportion of species with high economic value. Total aquatic product output in 2025 is estimated at 525.2 tons. With an area of ​​over 20 hectares of mangrove forest, it has gradually brought about efficiency in aquatic resources, ecological environment...

Attracting investment in many large projects, the structure of industries and sectors has shifted positively, developing large and medium-sized shopping centers and supermarkets, TNR urban area and Binh Minh residential area in Dien Ky commune have come into operation and exploitation, meeting and promoting the strengths of urban development.

The Party Committees and people of the communes of Dien Hong, Dien Phong, Dien Van and Dien Ky have implemented the Resolution of the Party Congresses of the communes for the 2020-2025 term in the context of basic advantages, which are: the attention and leadership of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, provincial and district departments, branches and sectors. The political system from the commune to the village, block, hamlet, people and business community are always united and highly unified in leadership, direction and organization of implementation; the achievements and experiences from previous terms create an important foundation for implementing the goals of the Resolution of the Party Congresses of the communes for the 2020-2025 term. Besides the advantages, there are also many difficulties: The world security and political situation is complicated; Covid-19 outbreaks; Natural disasters and epidemics with unpredictable developments have comprehensively and deeply affected the production and business activities of enterprises and people's lives.

Efforts to overcome difficulties

With the focused, timely and drastic leadership and direction of the Party Committee, the government and the entire political and social system, along with the efforts of the business community and all classes of people, the main tasks and targets set out in the Resolution of the Commune Party Congress were basically achieved and exceeded.

The economy grows and develops relatively comprehensively; the average growth rate of production value in the period of 2021 - 2025 is 12.42% (target of 10.75 - 11.75%). The average income per capita by the end of 2025 is estimated at 83.4 million VND/year. The economic structure shifts in a positive direction, the proportion of industry - construction and services increases from 87.55% in 2020 to 90.93% in 2025 (of which industry - construction accounts for 29.93%; services and trade 61.75%); agriculture, forestry and fishery decrease from 12.45% in 2020 to 9.07% in 2025.

The Fatherland Front and socio-political organizations continue to be consolidated, operating in an increasingly disciplined and effective manner. The content and methods of operation are constantly innovated towards being close to the grassroots, close to the people, and practical. The work of gathering and building the great national unity bloc is strengthened; promoting the core role in propagating and mobilizing people to implement the Party's guidelines and policies, the State's laws, especially in building new rural areas, civilized urban areas, reducing poverty, and ensuring social security. Effective coordination in implementing social supervision and criticism according to Decisions 217 and 218-QD/TW; organizing forums and dialogue conferences between Party committees, authorities and people, creating consensus in implementing socio-economic development tasks.

Socio-political organizations such as the Youth Union, Women's Union, Farmers' Association, and Veterans' Association have all promoted their roles and responsibilities in the political system. They have organized many grassroots activities, cared for members, and carried out patriotic emulation movements and social security activities well. Many meaningful models, projects, and tasks have been effectively implemented such as: "Lighting up the countryside roads", "Rows of trees in gratitude to Uncle Ho", "Building families of 5 no's, 3 clean's", "Bricks of affection", "Warm winter - Volunteer spring", household economic models, etc., contributing practically to the construction of new rural areas, enhancing and consolidating people's trust in the Party and the government.

In the leadership and direction of the new rural construction movement, there are many good and creative ways that have been supported by the people, especially the movement of donating land, moving walls to expand roads, mobilizing internal resources to invest in building concrete roads, building economic models, and renovating residential areas associated with the "Bright - green - clean - beautiful" movement. Mobilizing people to contribute, effectively integrating funding sources, support from the budget... the rural infrastructure system has developed rapidly, the appearance of the countryside has improved and has been recognized by the Provincial People's Committee as a new rural commune and an advanced new rural commune according to regulations. The model of production development and income increase has been focused on, the material and spiritual life of rural people has been gradually improved.

For 5 consecutive years, schools have been recognized as advanced and excellent labor collectives. 100% of kindergartens, primary schools, and secondary schools have met national standards (6/11 schools have met level 2 standards), and the quality of universal education continues to be maintained. The number of excellent teachers and excellent students at the national, provincial, and district levels has increased every year.

The non-public health system develops sustainably. The commune meets the national criteria for health. The rate of cultural families in 2024 reaches 88.65%; 26/27 villages/blocks/hamlets achieve the title of Cultural Village; 19 cultural agencies and units and 24 clans achieve cultural status. The poverty rate will decrease to 1.49% by the end of 2024. National defense is consolidated and enhanced; political security is stable, social order and safety are ensured.

Striving for a prosperous commune of the province

It is forecasted that in the coming term, the world economic trend will have many changes, strongly affecting the domestic socio-economy, posing new requirements for the cause of building and defending the country. The weather situation is complicated and unpredictable; production, business, service establishments, small and medium enterprises are facing difficulties due to the market mechanism. Natural disasters, epidemics, agricultural production face many risks. Many new and difficult tasks when initially operating the 2-level local government; the requirement for digital transformation in administrative management, health care, and education is increasing, while the information technology infrastructure and digital skills of officials, civil servants and people are still limited; the implementation of online public services and the use of digital signatures still face many practical difficulties.

With the goal of striving by 2030, Duc Chau commune will become a fairly developed commune of the province in terms of socio-economic development, especially in industry, trade, services and high-tech agriculture, healthcare, education - training, science and technology; have a synchronous infrastructure system, flexibly adapting to the development of the province; the material and spiritual life and health of the people will be constantly improved; cultural, historical and traditional values ​​will be preserved and promoted; religious activities, spiritual life, and solidarity between religions and non-religious people will be ensured; national defense and security will be maintained; with a vision to 2050, Duc Chau will become a high-income commune of the province, with comprehensive development, civilization and modernity.

Strengthening the work of building the Party and the political system, improving the quality and effectiveness of implementing the Resolutions of the Politburo and the province on Party building and rectification according to the Conclusion of the 4th Central Conference (term XI, XII, XIII) and Resolutions No. 04-NQ/TW dated October 30, 2016 on strengthening Party building and rectification; Preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution, self-transformation" within the Party; Resolution No. 35 - NQ/TW dated October 22, 2018 of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period; Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovating the work of law making and enforcement to meet the requirements of national development in the new era and Directive 05-CT/TW of the Politburo on promoting "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

Develop a plan to effectively implement the four key Resolutions of the Politburo: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Focus on building the overall planning of Duc Chau commune, on that basis, it will be the basis for the process of leading, managing and operating socio-economic development and investing in building socio-economic infrastructure. In the immediate future, prioritize the construction of a new bridge over Vach Bac river (connecting Dien Phong and old Dien Hong communes); review and balance resources to prioritize the construction of a number of irrigation works, drainage systems to ensure the environment, intra-field irrigation canals to ensure production of seasonal crops, degraded and severely damaged inter-village traffic systems; build embankments of a number of dykes; spiritual works in the area; study planning and attract resources to build the commune's political-administrative center, the central park area associated with investment in tourism economic development.

Strengthening administrative reform, promoting investment attraction associated with economic restructuring; ensuring resources for applying science, technology, innovation associated with digital transformation; focusing on economic development in the fields of industry, services, trade, agriculture...
