The goal is that by 2030, Duc Chau commune will become a relatively prosperous commune in the province in terms of socio-economic development, especially in industry, trade, services, high-tech agriculture, healthcare, education and training, science and technology; with a synchronized infrastructure system that adapts flexibly to the province's development. The vision for 2050 is for Duc Chau to become a high-income commune in the province, comprehensively developed, civilized, and modern.

Opportunities and challenges

Duc Chau commune was established by merging four communes (Dien Hong, Dien Phong, Dien Van, and Dien Ky), with a total natural area of ​​20.97 km2 and a population of 40,899 people living in 27 villages/hamlets. The commune's Party Committee was established according to Decision No. 3589-QD/TU dated June 18, 2025, of the Nghe An Provincial Party Committee, with a current total of 52 branches (including 27 rural branches and 25 branches in agencies, units, and schools) and 1,582 Party members.

The total agricultural land area is 987 hectares, including 543 hectares of rice paddies, 312 hectares of other crops, and 132 hectares for aquaculture. The crop structure is shifting towards increasing value per unit area; the area of ​​high-economic-value crops is rapidly increasing. Science and technology and mechanization are being applied to agriculture. Models of product linkages and guaranteed purchase agreements have been established, increasing productivity and efficiency by 25-30%, with specialized fields producing safe vegetables generating high incomes. Grain production remains stable, averaging over 5,260 tons per year. Livestock farming continues to develop towards controlled farm operations, ensuring disease prevention, food safety, and environmental hygiene. Despite complex weather and disease outbreaks, the total number of buffalo and cattle reached 941; pigs reached 4,958; and poultry reached 214,633. Aquaculture is being restructured to increase the proportion of species with high economic value. Total aquatic product output in 2025 is estimated at 525.2 tons. With over 20 hectares of mangrove forests, it has gradually brought about positive results in terms of aquatic resources and ecological environment...

Many large-scale projects have been attracted, the structure of industries and sectors has shifted positively, and large and medium-sized shopping centers and supermarkets have developed. The TNR urban area and Binh Minh residential area in Dien Ky commune have come into operation and are being exploited, meeting and promoting the strengths of urban development.

The Party Committees and people of the communes of Dien Hong, Dien Phong, Dien Van, and Dien Ky have implemented the Resolutions of the Party Congresses for the 2020-2025 term in a context with fundamental advantages, namely: the attention and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the provincial and district-level departments and agencies. The political system from the commune to the village, hamlet, and neighborhood levels, the people, and the business community have always been united and highly cohesive in leadership, guidance, and implementation; the achievements and experiences from previous terms have created an important foundation for achieving the goals of the Resolutions of the Party Congresses for the 2020-2025 term. Alongside these advantages, there have also been many difficulties: the complex developments in the global security and political situation; and outbreaks of Covid-19. Natural disasters and epidemics, occurring with unpredictable developments, have had a comprehensive and profound impact on the production and business activities of enterprises and the lives of the people.

Efforts to overcome difficulties

Thanks to the focused, timely, and decisive leadership and guidance of the Party Committee, the government, and the entire socio-political system, along with the efforts of the business community and all sectors of the population, the main tasks and targets set forth in the Resolution of the Commune Party Congress have been basically achieved and exceeded.

The economy is growing and developing relatively comprehensively; the average growth rate of production value in the period 2021-2025 is 12.42% (the target is 10.75-11.75%). Per capita income is estimated to reach VND 83.4 million/year by the end of 2025. The economic structure is shifting in a positive direction, with the proportion of industry - construction and services increasing from 87.55% in 2020 to 90.93% in 2025 (of which, industry - construction accounts for 29.93%; services and trade 61.75%); agriculture, forestry, and fisheries decrease from 12.45% in 2020 to 9.07% in 2025.

The Fatherland Front and socio-political organizations continue to be strengthened, operating in an increasingly orderly and effective manner. Their content and methods of operation are constantly being innovated, focusing on grassroots levels, staying close to the people, and being practical. Efforts to gather and build national unity are being strengthened; their core role in disseminating information and mobilizing the people to implement the Party's policies and the State's laws is being promoted, especially in building new rural areas, civilized urban areas, poverty reduction, and ensuring social security. Effective coordination is maintained in implementing social supervision and criticism according to Decisions 217 and 218-QĐ/TW; forums and dialogue conferences are organized between Party committees, the government, and the people, creating consensus in the implementation of socio-economic development tasks.

Political and social organizations such as the Youth Union, the Women's Union, the Farmers' Association, and the Veterans' Association have all effectively fulfilled their roles and responsibilities within the political system. They have organized numerous activities focused on the grassroots, caring for their members, and successfully implementing patriotic emulation movements and social welfare activities. Many meaningful models, projects, and initiatives have been effectively implemented, such as: "Lighting up rural roads," "Planting trees in gratitude to Uncle Ho," "Building families with 5 no's and 3 clean's," "Bricks of compassion," "Warm winter - Volunteer spring," and household economic models… contributing practically to the construction of advanced new rural areas and strengthening the people's trust in the Party and government.

In leading and directing the implementation of the new rural development movement, many good and creative approaches have been adopted and supported by the people, especially the movement of donating land, relocating walls to expand roads, mobilizing internal resources to invest in building concrete roads, developing economic models, and beautifying residential areas associated with the "Bright - Green - Clean - Beautiful" movement. Mobilizing people's contributions and effectively integrating various funding sources and support from the budget... the rural infrastructure system has developed rapidly, and the appearance of rural areas has improved, leading to the Provincial People's Committee recognizing communes as achieving new rural and advanced new rural status according to regulations. Emphasis has been placed on models for developing production and increasing income, and the material and spiritual lives of rural people have been gradually improved.

For five consecutive years, the schools have been recognized as advanced and outstanding labor collectives. 100% of preschool, primary, and secondary schools meet national standards (with 6 out of 11 schools achieving level 2 standards), and the quality of universal education continues to be maintained. The number of excellent teachers and outstanding students at the national, provincial, and district levels increases annually.

The non-public healthcare system is developing sustainably. The commune meets the national criteria for healthcare. The percentage of culturally exemplary families in 2024 will reach 88.65%; 26 out of 27 villages/hamlets will be awarded the title of Cultural Village; 19 agencies/units and 24 clans will be recognized as culturally exemplary. The poverty rate will decrease to 1.49% by the end of 2024. National defense will be strengthened; political security will be stable, and social order and safety will be ensured.

Striving for the status of a prosperous commune in the province.

Forecasting the coming term, the global economic trends are undergoing significant changes, strongly impacting the domestic socio-economic situation and posing new demands on the cause of national construction and defense. Weather patterns are complex and unpredictable; production, business, and service establishments, as well as small and medium-sized enterprises, are facing difficulties due to the market mechanism. Natural disasters, epidemics, and agricultural production face numerous risks. Many new and challenging tasks arise in the initial stages of operating a two-tiered local government system; the demand for digital transformation in administration, healthcare, and education is increasing, while the information technology infrastructure and digital skills of officials, civil servants, and citizens remain limited; and the deployment of online public services and the use of digital signatures still face many practical difficulties.

With the goal of striving to become a relatively prosperous commune in the province by 2030, Duc Chau commune aims to achieve socio-economic development, especially in industry, trade, services, high-tech agriculture, healthcare, education and training, science and technology; to have a synchronous infrastructure system that adapts flexibly to the province's development; to continuously improve the material and spiritual lives and health of the people; to preserve and promote cultural, historical and traditional values; to ensure religious activities, spiritual life, and unity between religious and non-religious people; to maintain national defense and security; and, by 2050, to become a high-income commune in the province, comprehensively developed, civilized and modern.

During the 2025-2030 term, Duc Chau will focus on the following specific tasks:

Strengthening Party building and the political system, improving the quality and effectiveness of implementing the Politburo's and provincial resolutions on Party building and rectification according to the conclusions of the 4th Central Committee Conference (11th, 12th, and 13th terms) and Resolution No. 04-NQ/TW dated October 30, 2016, on strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution and self-transformation" within the Party; Resolution No. 35-NQ/TW dated October 22, 2018, of the Politburo on strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation; Resolution No. 21-NQ/TW dated June 16, 2022, of the 13th Central Committee on strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period; Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of drafting and implementing laws to meet the requirements of national development in the new era, and Directive 05-CT/TW of the Politburo on promoting "Learning and following the thoughts, ethics, and style of Ho Chi Minh".

Develop an effective implementation plan for the four key resolutions of the Politburo: Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo on "International integration in the new situation"; Resolution No. 66-NQ/TW on reforming the work of drafting and enforcing laws to meet the requirements of national development in the new era; and Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy.

Focus on developing a master plan for Duc Chau commune, using it as a basis for leadership, management, and operation of socio-economic development and investment in socio-economic infrastructure. Initially, priority will be given to constructing a new bridge across the Vach Bac River (connecting the former Dien Phong and Dien Hong communes); reviewing and balancing resources to prioritize the construction of several irrigation works, drainage systems to ensure environmental protection, irrigation canals to ensure agricultural production in all seasons, and the repair of severely degraded inter-village roads; constructing embankments along several dikes; renovating religious structures in the area; and researching and attracting resources for the construction of the commune's political and administrative center and a central park area linked to tourism development.

Strengthening administrative reforms, promoting investment attraction associated with economic restructuring; ensuring resources for the application of science, technology, and innovation linked to digital transformation; focusing on economic development in the fields of industry, services, trade, agriculture, etc.

Improving the quality of education and training, vocational training, and healthcare for the people; addressing employment issues and labor export; paying attention to and taking good care of policy beneficiaries and war veterans; ensuring social security for the people, especially those under social protection, poor and disadvantaged households; and doing a good job of protecting and caring for children in the area.

Strongly promote the people's right to self-governance; build a democratic, disciplined, united, consensual, and civilized society. Effectively carry out tasks related to local security, defense, and military affairs, creating a favorable environment for economic and social development.

Focus on successfully directing the elections of National Assembly deputies and People's Council deputies at all levels. Innovate the content and improve the quality and effectiveness of the activities of the Vietnam Fatherland Front and other political and social organizations in their operations.

The Party Committee and people of Duc Chau commune are determined to successfully implement the set goals and tasks, contributing to building a prosperous and strong Duc Chau homeland in the new era of the nation.

The Standing Committee of the Provincial Party Committee has appointed the personnel for the Executive Committee of the Duc Chau Commune Party Committee for the 2025-2030 term, consisting of 27 members; the Standing Committee of the Commune Party Committee for the 2025-2030 term, consisting of 11 members; and the Commune Party Committee's Inspection Committee for the 2025-2030 term, consisting of 4 members.

Comrade Bui Van Hung has been appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of Duc Chau commune.
