Promoting the role and responsibility of leaders in the fight against crime and smuggling

On the morning of July 25, in Hanoi, a national online conference was held to review the first 6 months of 2019 and deploy tasks for the coming time of Steering Committee 138/CP on crime prevention and control and National Steering Committee 389 on anti-smuggling, trade fraud and counterfeit goods.

1,392 criminal gangs dismantled

According to the report of the Steering Committee 138/CP on Crime Prevention and Control, in the first 6 months of the year, 25,617 criminal cases occurred nationwide. Although down 0.99% compared to the same period, criminal activities tend to be more aggressive and dangerous, some cases have caused particularly serious consequences; there have been many murders, criminal activities disguised as businesses, protection of parking lots, black credit...

In the first 6 months of the year, 21,071 criminal cases were investigated and solved, 45,570 subjects were arrested, reaching a rate of 82.25%; serious and especially serious cases reached 95.16%; 1,392 criminal gangs of all kinds were destroyed.

Regarding the work of combating smuggling, trade fraud and counterfeit goods, in 6 months, functional units discovered, arrested and handled 85,892 violations (down nearly 16% compared to the same period in 2018), collected 6,165 billion 836 million VND for the state budget (down 18% compared to the same period), prosecuted 1,311 cases (up 47% compared to the same period), with 1,546 subjects (up over 56% compared to the same period).

At the conference, delegates from various sectors and localities focused on discussing, proposing ideas, exchanging solutions and experiences in combating, preventing and controlling crimes and social evils; preventing and combating smuggling, trade fraud and counterfeit goods in the coming time.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee said: In Nghe An, in the first 6 months of the year, the fight against all kinds of crimes achieved many positive results.

In particular, the fight against human trafficking crimes has detected and arrested 15 cases and 26 subjects; of which, there were 07 cases and 14 subjects trafficking in people under 16 years old, successfully rescued 12 victims who were trafficked to China; helped the victims stabilize their lives, including 02 children who were given conditions and support to continue going to school.

Regarding the situation of "buying and selling fetuses" in Ky Son district, immediately after being discovered, the Provincial People's Committee directed the Provincial Police to promptly issue a document reporting the actual situation to the leaders of the Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court for direction and guidance; the Provincial People's Committee issued an Official Dispatch directing departments, branches, organizations and local authorities to synchronously deploy solutions. Thanks to that, since the beginning of 2019, the situation of "buying and selling fetuses" has been contained and reduced (only 1 more case was discovered in Huu Kiem commune, Ky Son district).

Proactively forecast the situation, not passively

Speaking at the conference, Permanent Deputy Prime Minister Truong Hoa Binh highly appreciated the results achieved by Steering Committee 138 and Steering Committee 389 along with ministries, branches and localities in the first 6 months of 2019.

However, in the work of preventing and combating crime and smuggling, in some cases information is still slow to be grasped, some serious crimes still occur; the activities of criminals and social evils are still complicated.

The effectiveness of social and professional prevention is still limited, solutions to reduce criminal offenses are not effective, and the combined strength of the entire political and social system has not been mobilized...

Deputy Prime Minister Truong Hoa Binh requested ministries, branches and localities to continue to thoroughly grasp and effectively implement legal regulations and directions of the Government and the Steering Committee; identifying these areas of work as important and regular tasks.

Accordingly, it is necessary to proactively forecast the situation, not to be passive. In particular, focus on effectively fighting all types of crimes, especially crimes related to drugs, "black credit" activities, crimes of child abuse, human trafficking...

Continue to review and improve mass organizations to prevent crime, build and replicate effective models and clubs. At the same time, promptly inspect and handle the situation of smuggling, production and trade of counterfeit and poor quality goods, and trade fraud.
