Driving license testing fees could rise sharply in 2023

According to the draft of the new Circular of the Ministry of Finance, the fees for testing and granting driving licenses for cars and motorbikes are adjusted to increase by 10-50%. In which, the fee for testing driving cars using simulation software is added.

The Ministry of Finance is seeking public comments on the draft Circular regulating the collection rates, collection, payment, management and use of driving test fees; driving license issuance fees.

Accordingly, the draft increases the driving test fee by 10-20% of the current fee as prescribed in Circular No. 188/2016/TT-BTC. Particularly, the motorbike driving theory test fee increases by 50% compared to the current fee.

Specifically, for motorcycle driving tests (class A1, A2, A3, A4), the theoretical test fee will increase from the current VND40,000/time to VND60,000/time; the practical test fee will increase from the current VND50,000/time to VND70,000/time.

For car driving tests (class B1, B2, C, D, E, F), the theoretical test fee has increased from 90,000 VND/time to 100,000 VND/time; the practical test fee has increased from 300,000 VND/time to 350,000 VND/time.

Notably, the draft Circular also adds a fee of VND100,000/time for testing driving skills using software simulating traffic situations. Circular 188/2016/TT-BTC does not have this fee.

The draft Circular also clearly states that the road motor vehicle driving test fee is applied uniformly nationwide when the driving license testing management agency (regardless of whether it is a central or local management agency) organizes the road motor vehicle driving test. The person taking the test to be granted a driving license for a part must pay the test fee for that part (calculated per test).

The representative of the Ministry of Finance said that the current driving test fee collection rate stipulated in Circular No. 188/2016/TT-BTC was issued on the basis of maintaining the collection rate stipulated in Circular No. 23/2013/TT-BTC dated February 27, 2013 of the Ministry of Finance regulating the collection rate, collection, payment, management and use of road motor vehicle driving test fees.

Thus, after nearly 9 years of implementation, the driving test fee is no longer suitable for the present time due to many price fluctuations, such as: minimum wage increased from 1,050,000 to 1,490,000 VND (40%); fuel; price of materials, raw materials and other expenses directly related to the fee collection work,...

In addition, in recent times, there have been many new regulations such as installing monitoring equipment on road test vehicles, creating additional "parallel parking" test for B1 and B2 classes, installing a camera system to monitor driving test content on the test yard, etc.

At the same time, driving test centers must invest in equipment to install simulated driving test software and conduct car driving tests using software simulating traffic situations from June 1, 2022 (stipulated in Decree No. 138/2018/ND-CP dated October 8, 2018 of the Government amending and supplementing a number of articles of Decree No. 65/2016/ND-CP dated July 1, 2016 regulating business conditions for car driving training services and driving test services).

Therefore, according to the representative of the Ministry of Finance, the adjustment to increase the fee collection level and supplement the fee collection regulation for driving license testing activities as drafted is reasonable under current conditions. If approved, the above Circular may take effect in the second quarter of 2023.
