Deputy Head of the Provincial People's Council's Ethnic Committee: Why do students who have graduated 7 years ago still have no jobs?
(Baonghean.vn) - In the recruitment of civil servants and officials of ethnic minorities in Thanh Chuong, there are majors that lack staff but there is no source to recruit, while many ethnic minority graduates do not have opportunities because their majors are not suitable or the quota is too small.
On the afternoon of May 16, the monitoring delegation of the Provincial People's Council's Ethnic Minority Committee had a working session in Thanh Chuong district on the implementation of policies for ethnic minority cadres, civil servants and public employees. Ms. Lo Thi Kim Ngan - Head of the Provincial People's Council's Ethnic Minority Committee was the head of the delegation. Attending the meeting were representatives of Thanh Chuong district leaders and representatives of district-level departments and offices. |
Thanh Chuong is a mountainous district in the southwest of the province, consisting of 39 communes and 1 town, ethnic minorities account for about 5% of the district's population. The majority of cadres, civil servants and public employees (CBCCVC) who are ethnic minorities (DTTS) in the district work at agencies and units in the two resettlement communes of Ngoc Lam and Thanh Son.
From January 2014 to January 2016, the District People's Committee organized 4 rounds of recruitment of civil servants and public employees by means of examinations and selection, implementing preferential policies and incentives in recruiting ethnic minorities in accordance with regulations. The number of recruited ethnic minority civil servants and public employees was 7. By the end of 2016, the district had received and arranged jobs for 1/8 ethnic minorities through the selection system.

Besides the achieved results, the implementation of policies for ethnic minority civil servants in Thanh Chuong still has some limitations and problems, for example, the training and fostering of ethnic minority civil servants is not linked to actual needs.
Vice Chairman of the District People's Committee Le Dinh Thanh frankly admitted: "Some majors lack staff, but there is no source to recruit such as medical specialists, bachelors of law, economics, engineering, etc., while there is still a large proportion of ethnic minority students who graduate but do not have the opportunity to participate in the recruitment, because the training major is not suitable or there is recruitment but the quota is too small".
According to Mr. Thanh, the situation of students sent for training under the recruitment or source creation regime after graduation not being arranged for jobs puts great pressure on the locality. Therefore, the Vice Chairman of the District People's Committee proposed that the Provincial People's Committee give directions to resolve the issue of recruited students who are ethnic minorities who have graduated but have not been arranged for jobs.

Speaking at the meeting, Ms. Luc Thi Lien - Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council said that the district should pay more attention to communes where ethnic minorities live, and have specific and specific mechanisms and policies for the two communes of Ngoc Lam and Thanh Son regarding personnel work.
Noting the issue of job placement for selected students, Ms. Lien mentioned the case of selected student Vi Thi Nhan who graduated 7 years ago but has not been assigned a job. “Nhan once wrote a letter to the leaders of the Department of Home Affairs expressing her earnest wish to be assigned a job that matches her qualifications. When she went to school, Tuong Duong sent her there, but when she returned, it was in Thanh Chuong. Why hasn’t Thanh Chuong solved the problem yet?”
In response to this question, a representative of the District People's Committee's Internal Affairs Department said that 100% of the cases of students being recruited were sent to study by Tuong Duong, but after graduation they did not report to the local authorities or the Provincial People's Committee for consideration and settlement according to regulations. When Thanh Chuong had a recruitment period, their degrees were not suitable for the positions that needed to be recruited, and there was no separate mechanism or policy for recruiting ethnic minorities other than the priority of adding 10-20 points, so it was difficult to compete with many cases outside the recruitment list.
Sharing with the working delegation of the Provincial People's Council's Ethnic Minority Committee, Mr. Nguyen Cao Thanh - Head of the Internal Affairs Department also worried about the quality of ethnic minority cadres and civil servants in the area: "Like in Thanh Son, almost every month the district has to come back to help the commune. Commune cadres and civil servants are still sluggish, leading to ineffective work. Recently, Thanh Son lacked 1 land officer, we searched among the 5 communes of Tuong Duong to resettle here but no one met the professional requirements, so we had to arrange cadres from Hanh Lam".

Mr. Luong Thanh Hai - Head of the Provincial Ethnic Committee said that it is necessary to share the difficulties of the two resettlement communes: "Previously, the production tools of the people only consisted of 1 stone and 1 knife, early in the morning after sharpening the knife, they would carry the knife into the forest. Coming here, the people's habits must change, and this takes a lot of time, not necessarily the communes are stagnant. Therefore, the district needs to pay more attention and help the people."
The meeting participants also spent a lot of time discussing in detail the issue of granting farming land to ethnic minorities in the two resettlement communes, training, and capacity building of ethnic minority civil servants and public employees, ensuring timely policies and regimes for ethnic minority civil servants and public employees...
Concluding the meeting, Ms. Lo Thi Kim Ngan - Head of the Provincial Ethnic Minorities Committee acknowledged the advantages and achievements in the work of ethnic minority civil servants in Ngoc Lam and Thanh Son in the past time. In addition, the Head of the monitoring delegation also frankly pointed out the limitations in the area, noting the contents that the district needs to focus on directing and implementing in the coming time related to the work of ethnic minority civil servants.
The monitoring delegation synthesized comments and discussions from delegates attending the meeting, serving research and proposing solutions to the Provincial People's Committee and related departments and branches, contributing to creating positive changes in communes with a large number of ethnic minorities in Thanh Chuong, helping them develop in line with other localities in the district.
