PROMOTING PUBLIC ETHICS OF EACH OFFICIAL AND CIVIL SERVANT
At the Dialogue Conference between the Standing Committee of the Provincial Party Committee and department-level management leaders and experts in the Bloc of Agencies of Nghe An province, comrade Tran Anh Tuan - Acting Head of the Press and Publication Department, Department of Information and Communications asked: The increase in the PCI ranking of Nghe An in 2022 is a remarkable effort of the Party Committee, government, all levels and sectors in the province. What is the opinion of the Standing Committee of the Provincial Party Committee so that the PCI Index will continue to improve in the coming time?
According to the recent announcement, in 2022, Nghe An's PCI Index achieved the highest absolute score ever, reaching 66.6 points, ranking 23rd out of 63 provinces and cities, and 3rd in the North Central region. Compared to 2021, the province's PCI Index increased by 1.86 points, up 7 places, and the Business Support Index ranked 3rd in the country. Compared to 2015, the absolute score of Nghe An's PCI Index in 2022 increased by 8.1 points.

Answering the above question, through analyzing Nghe An's PCI rankings over the years, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong commented: The progress in relation to other localities, provinces and cities seems unstable. This is something to pay close attention to and pay attention to in order to ensure an absolute increase in score. In particular, in the 10 PCI component indices in 2022, some component indices still have low rankings such as: Labor training (48/63), Land access (45/63), Time costs (42/63), Market entry (46/63); Informal costs (33/63)
"Why is the absolute score increasing steadily, but there is such a situation?", the Standing Deputy Secretary of Nghe An Provincial Party Committee asked and said that the reason is related to site clearance work; investment boundaries are still spread out; general development planning and land use planning are numerous but not synchronized; between enterprises and localities there is often no common voice on labor issues.
In particular, through research on feedback from businesses and people, it is shown that the service quality of officials and civil servants has some problems. This stems from the fact that there are still harassment and negativity somewhere; the sense of responsibility and attitude of officials and civil servants in the process of implementing the requests and demands of businesses and people are not good.
“We often think and talk negatively, harass, are indifferent, uncaring, and irresponsible, but the reason that significantly impacts administrative reform is the capacity of cadres,” Comrade Nguyen Van Thong emphasized and noted the need to implement solutions to deal with this issue.

Regarding the upcoming orientation, to improve the PCI Index, Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee suggested that it is necessary to continue promoting and consolidating the positive results and indicators achieved in the past time; accurately and fully identify the causes leading to bottlenecks in the component indicators; thereby, focusing on solving and improving the quality of the component indicators, such as land access through improving the quality of planning and land use to both meet the requirements of investors and be consistent with the master plans of the locality, doing a good job of propaganda and mobilizing people in site clearance, improving the efficiency of land use for each project.
Regarding the processes, procedures, attitudes, and service quality of the state management apparatus at all levels, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that it is necessary to continue reviewing and reducing administrative procedures; enhancing the role of internal regulations in the agency, at the same time, promoting the public ethics of each civil servant and public employee in each working position, especially, strictly handling officials and public employees who violate the unit's regulations, even from a legal perspective.
At the same time, it is necessary to pay attention to creating conditions for investors to achieve their goals of entering the market, promoting production and business efficiency; especially, supporting in economic crisis situations, epidemics... to improve the market entry index.
Regarding labor training, although Nghe An's training is quite good, this index is still low. Accordingly, there needs to be appropriate solutions, especially stricter requirements on housing, healthcare, schools, etc. when planning projects to attract workers to stay in the province to work, not "leave home".
MECHANISM TO ENCOURAGE STAFF TO "6 DARE"
Also at the conference, comrade Nguyen Tuan Tai - Head of Technical Infrastructure Department, Department of Construction asked the Standing Committee of the Provincial Party Committee to give opinions on encouraging cadres to implement "6 dares": Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties, challenges and be determined in action for the common good, as well as a mechanism for cadres at the department level to propose creative, innovative and breakthrough ideas?

The regulation to encourage and protect cadres with “6 dares” will be the political and legal basis to ensure two issues: First, all cadres, party members, and citizens have equal rights to propose ideas and projects and become “dare” subjects for the common good, for the development of the country; second, all Party organizations, governments at all levels, sectors, agencies, units - levels with the authority to decide and approve projects must have the responsibility to encourage, consider, protect and be responsible for ideas and projects belonging to the “6 dares” for the common good, for the development of the country, for the happiness of the people and are currently being concretized by the Central Government.

At the same time, according to the Standing Deputy Secretary of the Nghe An Provincial Party Committee, leaders of provincial departments, branches and sectors need to have enough capacity and ability to "dare" to accept ideas from subordinates.
In particular, comrade Nguyen Van Thong affirmed: In the future, the province will certainly have a mechanism to handle proposals and initiatives from subordinate officials, and an information mechanism so that quality ideas and initiatives are not "lost" in the intermediary stage (departments, branches and district levels).
At the same time, it is necessary to review, supplement and amend regulations on the implementation of current management principles to correctly identify the motives and purposes of "daring"; increase dialogue activities through various channels: Party activities, dialogues, etc.
