Vice Chairman of the Provincial People's Council: Regularly urge teachers to implement discipline and administrative discipline well

Putting administrative reform into practice
Reporting at the meeting, the representative of the Department of Education and Training said that the Department has focused on implementing synchronous solutions to put administrative reform (AR) into practice.
Through inspection and review, 56 provincial administrative procedures, 34 district procedures and 5 commune procedures have been simplified and the processing time has been shortened. In addition, 5 documents have been recommended to be adjusted and replaced and 3 documents have been abolished out of a total of 37 legal documents that have been issued.
The implementation of the one-stop and one-stop mechanism has been deployed synchronously, accordingly, 100% of the list of provincial-level administrative procedures, addresses and contents of feedback and recommendations have been made public and announced at the Department of receiving dossiers and returning results.
The quality of the staff, civil servants and public employees has been improved through the effective implementation of Plan 07/KH-UBND on implementing the Project "Training and fostering teachers and managers of educational institutions to meet the requirements of comprehensive fundamental innovation of general education in the period 2016 - 2020, with a vision to 2025" of the Government in Nghe An province.

As of 2019, the entire education sector has reduced 3 kindergartens, 17 high schools, 12 secondary schools, 12 continuing education centers; reduced 36 kindergartens and 40 primary schools.
Reduce 582 professional teams and 1,291 office teams, especially units under the Department of Education and Training: reduce 174/467 professional teams (reaching 37.2%); 71/76 office teams (reaching 93.4%).
Reduced 2 departments at the Department compared to 2015; in terms of Department-level leadership, reduced 2 heads and 4 deputy heads of specialized departments and offices; 245 team leaders and 127 deputy team leaders at departments and organizations within affiliated units.
However, the representative of the Department of Education and Training also pointed out the shortcomings and limitations in implementing the Project when up to now, there has been no assessment of the satisfaction level of people and organizations with the public services of the sector; the mechanism for decentralizing the management of the state budget for high schools in the province has not been consistent between professional management, payroll and finance; the staff working on resolving administrative procedures through Online Public Services has been slow to change...

Improve the quality of teaching and learning
Discussing at the working session, members of the working delegation requested the Department's leaders to clarify the contents related to the mechanism of autonomy and self-responsibility for the use of staff and administrative management costs; the work of drafting legal documents under the authority of the responsible sector; targets for shortening the time to process administrative procedures and simplifying unnecessary procedures; re-evaluating the effectiveness of merging schools, especially high schools; difficulties and solutions in the use of online public services...
Through the discussion, the representative of the Department of Education and Training had specific explanations for the contents raised by the working group.

Concluding the meeting, Comrade Cao Thi Hien acknowledged the innovation and creativity of the Education sector in promoting administrative reform and improving the quality of cadres, civil servants and public employees in recent times.
The Vice Chairman of the Provincial People's Council emphasized: "The Education sector needs to focus on implementing key mechanisms and policies to create a "push" in improving the effectiveness of project implementation, in which the ultimate core goal is to improve the quality of teaching and learning".
Regarding education in mountainous areas, the sector needs to pay attention to the teacher rotation mechanism, pay attention to upgrading facilities, equipment and planning the school system to best meet the quality of education.
In the coming time, industry leaders need to continue to promote their role in implementing key tasks in administrative reform; regularly inspect and urge cadres and teachers to implement good discipline and administrative rules as well as increase the application of information technology in management and teaching.
