Deputy Prime Minister Truong Hoa Binh: Continue to improve, arrange and streamline the state administrative apparatus

On the morning of December 30, under the chairmanship of comrades: Truong Hoa Binh - Politburo member - Permanent Deputy Prime Minister of the Government, Le Vinh Tan - Member of the Party Central Committee, Minister of Home Affairs and Deputy Ministers, the Ministry of Home Affairs held a national online conference to summarize the 5-year period 2016 - 2020 and deploy tasks in 2021 of the Home Affairs sector at 63 connection points.

Exceeded the target of streamlining the payroll

In the period of 2016-2020, the Ministry of Home Affairs focused on perfecting institutions and legal documents in the field of Home Affairs, promptly adjusting and resolving newly arising issues, overcoming overlaps and obstacles in the process of performing tasks.

The administrative and career apparatus continues to be consolidated and streamlined, especially the internal focal points of organizations, agencies and units.

In addition, personnel work and team building have many innovations, achieved positive results, basically meeting the requirements and political tasks in the new situation. Policydownsizingexceed the target according to the Party Resolution.

The number of civil servants in state administrative agencies and organizations in 2021 is 247,344, a decrease of 27,504 positions (equivalent to a decrease of 10.01% compared to 2015), exceeding the target of a minimum reduction of 10% according to the Party Resolution.

The number of public employees in 2021 is 1,783,174, a decrease of 242,703 employees (equivalent to a decrease of 11.98% compared to 2015), exceeding the target of a minimum reduction of 10% according to the Party Resolution. The number of commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups: 1,031,851 people, a decrease of 147,290 people (equivalent to 12.49% compared to 2015).

Regarding the results of implementing the policy of streamlining payroll according to Decree No. 108/2014/ND-CP and Decree No. 113/2018/ND-CP in the period of 2015 - 2020, there were 67,218 people.

Collaborateadministrative arrangementDistrict, commune, village and residential group levels ensure compliance with the requirements of the Central Government. In the period of 2019 - 2021, the Ministry of Home Affairs has reorganized administrative units (ADUs) at district and commune levels in 45 provinces and cities.

The results at the district level decreased by 8/713 units to 705 administrative units; at the commune level, decreased by 557/11,160 units to 10,603 administrative units; the arrangement of villages and residential groups totaled 98,455 villages and residential groups, a decrease of 38,369 organizations compared to 2015.

In the field of administrative reform, it has been implemented strongly and drastically, creating a clear change; enhancing the application of information technology in the work of directing, operating, and processing electronic documents, contributing to shortening the time to handle work, achieving effectiveness and efficiency in management work.

State management of beliefs and religions is basically stable; emulation and reward work has many innovations in both content and form; document and archive work has gradually become routine and promoted the value of archival documents; information and reporting work serving the direction and administration of competent authorities has been rectified, improving effectiveness and efficiency.

Continue to consolidate, arrange and streamline the organizational structure

Discussing at the conference, delegates gave their opinions on institutional improvement; the model of local government organization in urban areas, not organizing People's Councils of districts, wards in Ho Chi Minh City; arranging public service units, facilities in the education sector; arranging administrative boundaries, organizing the administrative apparatus; the model of public administrative service centers; state management of religion, etc.

Speaking at the conference, Deputy Prime Minister Truong Hoa Binh requested that in the coming time, the Home Affairs sector needs to focus on thoroughly grasping the goals of the 5-year plan 2021-2025 to build a work program for the entire term, ensuring synchronization, unity, and meeting the requirements of state management in all fields.

At the same time, continue to urge, inspect, and promote the implementation of the Overall Program of State Administrative Reform for the 2021-2030 period in the direction of promoting decentralization and delegation of power.

Along with that, continue to consolidate, arrange and streamline the organizational apparatus within agencies and units according to authority; research, fundamentally, comprehensively and synchronously innovate the system of public service units, ensure streamlining, reasonable structure, improve the quality of public services; deploy the arrangement of administrative units in the period of 2021-2025 according to the Resolution of the Politburo and the National Assembly Standing Committee.

Focus on reviewing and reorganizing the apparatus and agencies of ministries, branches and localities to have a streamlined, effective and efficient coordination mechanism, with special attention paid to building discipline and having sanctions in the management of administrative violations.

Deputy Prime Minister Truong Hoa Binh also suggested that in the coming time, the sector should continue to improve the management institutions of associations and non-governmental organizations; advise the Government in monitoring the implementation of the Law on Belief and Religion; review and improve the Law on Emulation and Commendation (amended) to ensure consistency and meet practical requirements...
